MMDA Backs Down on Helmet Sticker Law

Very early this morning, at around 0630H, July 28, I got this text message from MCPF Director ATOY STA. CRUZ – “ MMDA returns the ordinance (motorcycle plate no. sticker on helmet) to PNP NCRPO for further study they will not implement the said law”.
I was overjoyed with the news and immediately called up Director ATOY to get more details. He confirmed sending the text message and told me that he heard the news over one of the AM radio stations this morning.
Before requesting MCP main man BIMBO “BoyG” ISIDRO for a news posting on the MCP website, I called up MMDA Chairman Bayani Fernando himself at around 0830H this morning (July 28, 2007) and was able to talk personally to Chairman BF, who confirmed the news.
Chairman Ferndando said that because of various concerns from the motorcycle riding community, the MMDA had indeed returned the proposal to PNP-NCRPO for further study.
In other words : HINDI NA PO MATUTULOY ANG IMPLEMENTATION NG PROPOSED MMDA ORDINANCE NA LAGYAN NG STICKER NG PLATE NO. ANG MGA HELMET NG MGA NAG-MOMOTORSIKLO.
MCPF Director Atoy Sta. Cruz added that according to his high-ranking sources at the PNP NCRPO, the police authorities will submit another proposal to the MMDA and DOTC, involving the use of reflectorized motorcycle vests NATIONWIDE and not only in Metro Manila. These vests will have the plate no., blood type and other important information that will identify the rider.
Director Atoy also said that this is something which the MCPF will be inclined to support because it will be for the safety of the motorcycle rider, and will be a more effective means of curbing crimes committed using motorcycles.
Mabuhay at maraming salamat sa lahat ng mga sumoporta sa MCPF, MCP at sa lahat ng mga tumutol sa panukalang batas ng MMDA ng lagyan ng sticker ang ating mga helmet.

I’m ok with this one. I always wanted to wear reflectorized vests whenever i ride.
The ONLY thing i wouldn’t agree on is putting sensitive information about me for everybody’s scrutiny. I don’t mind putting my blood type as this will help the medics if ever i figure in an accident, requiring me to have a blood transfution.
Other than my blood type, no other information should be displayed. If they want, the PNP can propose to have our plate numbers resized to EUROPEAN STANDARDS. Those big plates will help.
[B]Also, i don’t mind if i have to install another plate for the front of my bike.[/B]

The MCPF-organized rally at the MMDA HQ along EDSA last Friday, July 20, where more than 5,000 bikers participated will be replayed on Sunday, July 29, at 6:30p.m. in OPEN HOUSE with GERRY CORNEJO nationwide on RJTV via satellite and cable TV.
In Metro Manila it will be aired over RJTV 29, Sky Cable 19, Home 19, Destiny 34, Sun 65, Paranaque and Las Pinas 80, etc.
Without a doubt, this historic motorcycle rally was very instrumental in convincing the MMDA and Chairman Bayani Fernando that they should reconsider the implementation of the “helmet sticker law”.
Congratulations to all the participants and everyone who supported the effort.

Good day guys! I’m not in favor of the vest, and not to conceal my identity or anything, but cops can ask me the old fashion way if they want me to pull over. With regards to safety, I think it’s always a case to case basis. I guess what I’m just trying to say is that I have the freedom to choose whatever I want to wear whether it be leather jacket or just plain old shirt. And also how about the club riders who wears club jackets?
Bottomline, riding an mc is all about freedom. No disrespect to those who are in favor of the vest, it’s just my opinion. Godbless all pinoy mc riders who opposed bf’s helmet sticker ordinance-hso.

RIDING MOTORCYCLES IS ALL ABOUT FREEDOM. NO DISRESPECT TO THOSE IN FAVOR OF THE VEST.. I HAVE THE FREEDOM OF WEARING WHATEVER I WANT TO WEAR.
I am a president of a motorcycle club and I always wear my COLORS everytime I ride.

Yes the reflectorized vest with plates and other data is good but should not be required, just make it an option kung gusto nila e di lagay sila pero kung ayaw wag pilitin. Mas ok pa checkpoint at least mapilitan sila magkaroon ng pulis visibility (wag lang mangongotong).

do you think the criminals are as stupid enough to wear something that will identify them? it will not solve the problem also, but police efficiency will! just my one half cent!

the vest should be optional but highly encourage. blood type is a good idea but putting the plate number is another joke. just my 2 cents.
the proposal of the european standard plate number is the way to go.

Parang walking resume or biodata na pala ang mga riders anhin mo pa ang license at CR/OR mo kung pati vest mo meron din ganito is this kind of a joke? Mga kalokohan na ito inuuto na lang tayo ng mga PNP at MMDA dahil inaamin nila na wala na silang silbi at kakayahan na masugpo ang krimen..dapat ang gawin ng PNP mag resign na lang kayo dahil sayang lang ang pa sweldo namin sa inyo TAX PAYER KAMI!!!Kung sino ka man pinuno ng PNP kung ano ano naiisip mo wag mo na gawin dahil wa epek yan sa mga bad guys di mo ba alam no.1 tayo bansa sa kalokohan kung yung ngang diploma na pe peke yan pa kaya…buti pa mag resign ka na lang at pumunta ka sa bundok don ka magtanim ng kamote dahil kamote na rin ang utak mo pwe.

Hi Dawnripper, MALI PO ANG REPORT NG ABANTE - si MMDA Chairman Bayani Fernando po mismo ang nakausap ko noong makalawa at sinabi po niya na pinasa niya sa PNP-NCRPO ang panukalang batas upang “mapag-aralan” at para makipag-ugnayan sa DOTC.

Mabuti naman at napag isip isipan din ni BF ang naiisip nya. ako kasi nagtatanongtanong ako kung papaano na kung maiimplement nga to. kasi kung gagawing EO ng mga mayor na walang approval ng city council ng bawat lungsod na nasasakupan ng MMDA, papano ang procedure of apprehension and fines! parang dictatorship kasi mangyayari eh sa totoo lang support group lang naman ang MMDA. yung pag sugpo sa kriminalidad eh, sa PNP talaga dapat at walang pakialam ang MMDA dun.

There is Strenght in Unity, Weakness in division. We’re all vitorious is the issue of this Helmet Law. BUT it still doesnt fix the issue of the rapid day to day crime that has been occuring EVERYDAY that involves Motorcycles. Theres is STILL this fight that we need to confront otherwise, law abiding riders will still be on the losing end of it all. Police, as we can all see already, have been beefing up checkpoints causing “harrassment” to many of us. Many of us also have been subjected to “unecessary” interrogations while at the checkpoints itself.
There is the next stage people…. We must continue the fight, & continue the efforts.

Cyclonerider34, the information regarding the motorcycle ban starting August sa NLEX, SLEX at Coastal HiWay was passed on to me by MCPF DIRECTOR JOJO MEDINA. I think Dir. JOJO is registered here in MCP as JOJO MEDINA. As of now, siya po ang meron alam ng mga details. I will try to find out more about it sa darating na meeting ng MCPF. I will also request Dir. JOJO to post the news here sa MCP.

I hope the ban on big bikes will not be implemented- eh, halos every weekend na nga lang kame lumabas for a short sunday ride to a nearby provinces.Hindi naman ata fair yun. I dont think LTO chief Berroya would agree on banning big bikes, for he as well is a big bike enthusiast.

sir, ano tong nababalitaan ko na ang manila naman daw ay ipagbabawal ang backride? kasi daw ang crime daw usually comes from motorcycle na may backride. kawawa naman yung mag-asawa kung yun lang ang ride nila. so ano, sasabihin mo sa asaw mo “honey, commute ka na lang”. hay!

This is still a load of crap! Why should you be FORCED to wear a vest?! And what if I DON’T want someone to know MY blood type! Thats my damn business!
If I want to wear a vest that should be MY choice! What if I want to wear colors??
Maybe the focus should be on enforcement of the laws? Maybe the government should properly fund Law Enforcement and we would not have to put up with these ridiculous laws?

This goes to show that if we are united we can stop brainless government officials who abuse their authority. Let this be a lesson to Bayani Fernando and other hooligans in government!
As for vests, studies show that motorcycles will only benefit from additional conspicuousity at the *FRONT* of the motorcycle. Obviously, reflectors won’t really help. A properly workign headlight that is switched on, however, will. That is why in the US, daytime driving lights are mandated by law.

ano kaya kung mga pulis hwag na rin mag name plate at badge number, tapos naka full face helmet pa sila.? basta naka uniporme at may boga, ayos na. Hindi kaya madami magpanggap dahil hindi na sila ma identify?
