The Metro Manila Council (MMC), the policy-making body of the Metropolitan Manila Development Authority (MMDA), has passed a resolution requiring all motorcycle owners and riders to put the license plate numbers of their motorcycle on both sides of their helmets to curb snatching and robberies perpetrated by motorcycle-riding men in Metro Manila.
MMDA Chairman Bayani Fernando said the resolution was passed by the MMC during its meeting on Thursday last week and will take effect 15 days after it is published in two newspapers of general circulation.
Fernando said those who attended the council meeting include Quezon City Mayor Feliciano Belmonte Jr., outgoing Pasig City Mayor Vicente Eusebio Sr., Valenzuela City Mayor Sherwin Gatchalian, Las Piñas City Mayor Imelda Aguilar, Marikina City Vice Mayor Marion Andres representing Mayor Marides Fernando and representatives of the other Metro mayors and of the Philippine National Police (PNP).
He suggested that the Metro mayors enact a common resolution stipulating that the failure to put the license plate numbers on the helmets of motorcycle owners and riders should be treated as a criminal offense and not as a mere traffic violation to thwart criminals from using motorcycles in the commission of crimes.
“No plate on the helmet should carry with it stiffer penalties – like impounding the motorcycle and the appropriate fines and charges because there is a deliberate attempt by the felon to conceal his identity and avoid positive identification by the public,†Fernando said.
He said the resolution dubbed the “Dual Motorcycle and Helmet License Plate Numbers Policy†provides that the license plate numbers be put on both sides of each helmet using a water-proof sticker in print large enough to be seen by the public.
“It has to be readable from a distance of 25 meters and should be placed 40 millimeters high on the helmet,†Fernando said.
Fernando said the resolution also adopted MMDA’s resolution no. 07-07 that was passed in February implementing the “no face shield†policy for backriders of motorcycles plying main roads and secondary streets in Metro Manila.
He said this policy requires the use of a helmet with its face shield tilted upward to reveal the face of the backrider for easy identification.
Violators of the policy will be slapped with a P3,000 fine.
“The main punishment here is the delay one has to incur, since he will be investigated by our traffic enforcer and even the police for verification if he violates the policy,†Fernando said.

MMDA can’t even implement the Helmet law because the mmda traffic enforcers are the first violators.
whew.. they should also ask the rider to put the plate number in the jacket, gloves, pants, shoes and briefs …
how about if you own two MCs and one fav helmet?
stupid idea.how can the government fight crimes? they should first check vehiches without plates and plates that are barely visible because of tinted covers on . they kept on implementing new laws yet not applying the basics. really stupid.

so when you have to borrow a motorcycle from other family members or friends, you should borrow their helmets as well? what if my brother/friend owns a small helmet and I require large ones???? I cannot use my own helmet coz it doesnt match the plate number of the MC that I’ll be borrowing??? someone would rather be a tagged as a traffic violator, not to wear a helmet so he can borrow someone elses MC and then be tagged as a criminal?

stupid idea. Their enforcer are the number one violators. They should check first mc and vehicle without plate numbers. Major mc naman walang plate own by policeman. Paano naman kaming mga individual tax payer po kami!!! Isip naman sila ng Good Idea that will protect and benefit all… Kakainis na IDEA yan… Maraming criminals pero hindi rin sila na lalayo sa mga yun, criminals in uniform source na naman yan ng income nila…

ito guys share ko lang experience ko, i’ve once apprehended by a traffic enforcer dyan sa Pasay City na naka motor din, sabi ng traffic enforcer nasaan daw ang helmet ko, sabi ko wala. ngayon gusto nya akong hulihin, sabi ko sa kanya nasaan naman helmet mo? actually wala din syang helmet, sabi ko kanya huhulihin mo ako ng walang helmet tapos ikaw walang helmet. hehehe sabi ko sa kanya hulihin mo na lang ako ulit kung naka helmet ka na, sabay alis.
funny! coz as i can remember it well, this was an ordinance of marikina city, mayor is MMDA’s fernados wife.. very funny bayani! how about instead of putting it on helmets, LTO provide us four plates then we put them on our MCs front, rear and both sides. time will come that they will be apprehending you because you are using a helmet which lisense plate appeared to be helmetnapped! har! har! har! another things is they will charge you of criminal offense for the helmets number but will only charge you of traffic violation on MC numbers. which is which?

duh?!?!? if you are a lisensed driver with right restriction codes, the MC is on your name,and everything is legal, just not having the numbers on your top,they will impound the vehicle? why not the helmet?

Implementation and not new ordinance.
Again and again, we don’t need new laws and/or ordinances, what we need is the stricter implementation of existing laws. To Stupid lawmakers, do you know how to “STRICTLY IMPLEMENT EXISTING LAWS??” I’m sure you don’t. WHy dont we photocopy our plates (about 5-6 copies) and tape it around our MCs?? or why don’t we have our MCs airbrushed with our plate numbers as designs?? Will they still apprehend us??

How about giving us the stickers version of our plates so we could put it around our bikes?? I believe MMDA/LTO will not do this, simply because bawas sa budget nila, bawas pa makukurakot nila!!!

di nmin kelangan ang ganyang klase ng panukala, kung sabagay talagang matutuwa ang mga traffic enforcers kc may pagkakakitaan na naman sila (sensya na dun sa mga good traf enfor. kung meron pa?). what we need now ay “PROPER/STRICT IMPLEMENTATION” ng batas. share ko lang, last june 7, i was apprehended by a “yellow boys” nagdisobey daw ako ng traf sign kc di pa naggreen ang ilaw eh ang kaso dati na nman ako dumadaan dun at sk wla nman green light signaling to the right ky thats supposed to be an open lane, ang seste ok lang sana kc mistake ko, pero bkit yung ibang ksaby kong nag right turn eh hindi “hinuli”. dpat fair, hindi yung kung sino lang ang natipuhan. Then eto pa, nung tutubusin ko na yung liscense ko, yung guard dyan sa may KALAYAAN office, kinapa yung bulsa ng bagong dating na “yellow boys” ang sabi “ang dami na naman nyan ah?” di ba’t mag iisip ka na, ano ba itong mga traffic enforcers na ito, kailangan marami huli pr maka-quota. dyan pa lang bulok na talaga ang sistema. so to bayani & to all the mayors pls lang mag isip nman ng batas na “makabuluhan” hindi “makabulsahan” or else step down and go home & eat kamote, bk pa umutot kyo may magandang batas na lumabas.
