MCPF meets with NCRPO about helmet stickers

Motorcycle Philippines Federation Directors Jojo Medina, Atoy Sta. Cruz and Alice Decolongon was called upon by PNP-NCRPO top command team headed by Chief Police Superitendent . Ricardo C. Marquez R.I.D. and Chief Police Superitendent Mario de la Vega R.P.B.R.D. to discuss the the issue of helmet stickers proposed by MMDA Chairman Bayani Fernando to curb criminality using motorcycles as getaway vehicle to commit crimes including robbery, snatching, holdup, and bikenapping among others. And also possible solutions to the ongoing problem. Col Marquez showed to the mcpf that crimes using motorcycles has doubled in the first half of 2007 compared to the whole of 2006.

The MCPF representatives explained to the NCRPO command team that putting stickers on helmets is not only an image problem by almost branding motorcycle riders as criminals and letting the whole world sees that only in the Philippines that you will see plate nos on motorcycle rider’s helmets thereby affecting tourism, but also a big Safety issue: “ Most branded motorcycle helmets will indicate in their manuals and labels not to put any paint, sticker, or any other aggressive material since it could lower the resistance or integrity of the quality of the helmet. Other issues explained by MCPF to PNP-NCRPO was also hygiene ( if someone borrows another helmet) and if somebody hates you use your plate and commit a crime. What MCPF suggested was for PNP to beef up their presence and to also augment their equipment like radio communication system and buy more motorcycles to combat the criminals using motorcycles as well.

The PNP on the other hand admitted to MCPF that there are only 3,000 police protecting millions of Metro Manila residence and their budget is so low that even some of their police men don’t even have guns. MCPF suggested to PNP that the motorcycle association has been supporting the law enforcers ever since it was created and is being already used by local PNP offices as force multipliers including PNP –Aviation Security Group, Manila Police District, Quezon City Police District among others and has helped solved countless crimes. Riders always report to PATROL 117 since they are always on the road. MCPF told the PNP-NCRPO that it’s motorcycle organization together with their allies like other federations, clubs, motorcycle manufacturers and dealers are willing to support the PNP’s fight to eradicate crime in the Metropolis especially those using motorcycles

Both Groups agreed that they will sign a memorandum of cooperation between both groups to help lessen criminality and find a suitable solution to satisfy both parties but not sticker plates on helmets.

    Bad elements mostly uses 4 wheels. Should the “Low IQ Man” MR. B. FERNANDO will require also all 4 wheel owners in the metro to print on their plate numbers on both sides of their cars???

    The reason why criminals use motorcycles as their preferred getaway vehicle in Manila is because it can travel faster through congested traffic.

    Assuming all criminals using motorcycles are otherwise law-abiding (LOL) and using their own motorcycles, all witnesses have to do is note the motorcycles registration plate number. The real problem is non-plated motorcycles and plates positioned where they cannot be easily read by witnesses.

    The Philippines is the only country where it appears to be legal to have a motorcycle rego plate on the side of the bike and not clearly displayed at the rear.

    Of course, this is not going to be a problem for those criminals who refuse to obey the law.

    Cars, vans, and other multi-track vehicles have been used and are still being used in crimes. I don’t see the MMDA passing a resolution for these private and government vehicles to have their license plate numbers to be painted on the sides of these vehicles like those on PUVs. And I’m sure many of us have seen those dark tinted cars without plates on the road especially at night. Sometimes even with their “wang-wangs” on. And these aren’t cars are new ones that have just left the showeroom as these don’t have conduction stickers

    Suggestion! why don’t we just have embroidered patches which we can buy from LTO or a governement office that we should put on our MC jackets. This will promote the use of protective jackets too. If you will notice most MC criminals do not even use the proper attire. It can be tracked by TMG and LTO because of registration of purchase based on the License and plate of the rider. What do you think brothers? Not on helmets please! Kudos to MCP!

    Your suggestion still has the flaws of the helmet sticker. Criminals will still find the way to put these “patches” on them (mostly fake ones) to blend in. Good try though…..

    I suggest instead for the MMDA to equip their men with radios and help coordinate communications with the police. I see them (the MMMDA) more often than the police (because of their thin numbers). Harnessing thier force would be a big help in reporting criminal activities around the Metro.

    Mr. Bayani Fernando was asking for alternatives my friends and I have read that policemen are not sufficient enough for the job para mabantayan lahat ng mga criminal. Pwede rin siguro syang maghanap o kumuha ng mga civilian volunteers who will undergo an examination at kung ano pang test to prove that he or she is capable to serve as volunteer(hindi para habulin o barilin ang criminal)kundi para makatulong masugpo yung criminal.

    Maari siyang gumawa ng isang Base Station(kahit isang Texting Staion) na kung saan makapagpadala ng messages to all policemen at volunteers ng mga identification, kulay ng sinasakyan, plate number, etc..ng mga criminal and vice versa.

    I am willing to volunteer myself and I think that if all memmbers of MCP will volunteer, walang lulusutan ang mga criminal at saka kahit member pa ng criminal group will serve as volunteer para ligawin yung authority, maaring magawa nya ito if ever siya lang nag-iisa sa kalye. one more thing, dapat lahat ng cellphone numbers na gagamitin ng mga policemen and volunteers should be registered doon sa Base para malaman kung sino nagpadala ng maling information. Kung hindi registered o kung wala sa database nila yung nagmamay-ari ng number, bakit iintindihin nila yung report?

    One of the alternatives I can share…newbie lang po ako..so..banatan nyo ako ng feedbacks, comments, ok lang. Hindi ako makabayani..hehehehe

    Whatever we can buy from LTO is not a solution, alam mo kung bakit…………IMHO lang, kung kaya nating bumili sa LTO lalo na ang mga KRIMINAL kasi kadalasan may kasabwat silang PULIS and they can pay ten times more than us.
    Ang idea ko, umpisahan ng mga PULIS ang pagbabago. Bigatan ang parusa para sa mga KRIMINAL. Lalo na pag ito ay Empleyado ng gobyerno.

    Thanks to sir Jojo and Atoy. Hope we can have a better outcome other than sticker plates on helmets. More police visibility, less 400cc escorts on politicians and smuggled goods on cargo and container trucks. Hope every1 can have a better alternative on sticker plates for we’re almost halfway on July and as far as I’ve heard, sticker plates on helmets will be implemented on August, right? Better yet, abolish MMDA. (BF: Say what?!). This is just my humble opinion.

    What about riders with more than one bike? then you are riding around with a helmet full of stickers? Or will you then be required to have a helmet for each bike?

    if we agree to help fight criminality…will mmda reverse their position on helmet sticker policy? we have to have sufficient backing from other sectors of the government and private sector as well as NGOs, etc…to make the chairman see that this policy will not help solve criminality but rather unity among concerned riders and citizens…

    Maganda po iyong panukala na magkaroon ng agreement or MOU between PNP and MCPF na magamit as volunteers or Confidential agents ng certain department ng PNP ang mga legal at willing na members ng MCPF. In this way, tama po na any members of the MCPF who will be within the crime scene can be a witness and eyes and ears of the responding PNP members. But let us request the PNP to train first properly any volunteering and willing members of the MCPF, so that they can maximize their utilization in fighting or helping in averting crimes.
    I think this is one of the solutions that could be fissible, I am just skeptic if BAYAGNI FERNANDO will listen to this and give it a try and stop the implementation of stickers on crash helmets.
    Just my one centavo opinion po..
