MCPF meets with NCRPO about helmet stickers

Motorcycle Philippines Federation Directors Jojo Medina, Atoy Sta. Cruz and Alice Decolongon was called upon by PNP-NCRPO top command team headed by Chief Police Superitendent . Ricardo C. Marquez R.I.D. and Chief Police Superitendent Mario de la Vega R.P.B.R.D. to discuss the the issue of helmet stickers proposed by MMDA Chairman Bayani Fernando to curb criminality using motorcycles as getaway vehicle to commit crimes including robbery, snatching, holdup, and bikenapping among others. And also possible solutions to the ongoing problem. Col Marquez showed to the mcpf that crimes using motorcycles has doubled in the first half of 2007 compared to the whole of 2006.

The MCPF representatives explained to the NCRPO command team that putting stickers on helmets is not only an image problem by almost branding motorcycle riders as criminals and letting the whole world sees that only in the Philippines that you will see plate nos on motorcycle rider’s helmets thereby affecting tourism, but also a big Safety issue: “ Most branded motorcycle helmets will indicate in their manuals and labels not to put any paint, sticker, or any other aggressive material since it could lower the resistance or integrity of the quality of the helmet. Other issues explained by MCPF to PNP-NCRPO was also hygiene ( if someone borrows another helmet) and if somebody hates you use your plate and commit a crime. What MCPF suggested was for PNP to beef up their presence and to also augment their equipment like radio communication system and buy more motorcycles to combat the criminals using motorcycles as well.

The PNP on the other hand admitted to MCPF that there are only 3,000 police protecting millions of Metro Manila residence and their budget is so low that even some of their police men don’t even have guns. MCPF suggested to PNP that the motorcycle association has been supporting the law enforcers ever since it was created and is being already used by local PNP offices as force multipliers including PNP –Aviation Security Group, Manila Police District, Quezon City Police District among others and has helped solved countless crimes. Riders always report to PATROL 117 since they are always on the road. MCPF told the PNP-NCRPO that it’s motorcycle organization together with their allies like other federations, clubs, motorcycle manufacturers and dealers are willing to support the PNP’s fight to eradicate crime in the Metropolis especially those using motorcycles

Both Groups agreed that they will sign a memorandum of cooperation between both groups to help lessen criminality and find a suitable solution to satisfy both parties but not sticker plates on helmets.

    Bad call for BF. So many issues are inline of this 07-07. Unhygenic, unreasonable and unethical.

    A helmet is a private property, should they want 1 with our plate number, they(MMDA) should issue the said helmet and not meddle with our present helmets.
    Stick to your job and finish cleaning up MM from traffic and trash sir. Don’t use the 07-07 as an excuse why you haven’t finish the traffic and garbage problem of MM.

    i salute all the officers of mcp,god bless to you guys…i also one point to put up.mas madalas kung nakkta na kung cno pa un pulis at mmda cla pa un walang helmet at walang plaka ang motor.ang lakas pa ng loob nila manghuli eh cla nga tong una lumalabag sa batas.kung cno pa un dapat nagpapa2pad ng batas ay sya rin unang lumalabag n2.dapat yan ang pag2unan ni BF at mga opisyalis ng pulisya.

    Matsalam at may nangyayaring ganito; makapag state ng kanilang opinion.Hwag namang as if nagconclude tayo na the authority is desperate in looking for ways to curb criminalities, let’s appreciate that, but then they also need wisdom from the many. But if you want your opinion to be heard let’s practice doing it in order(polite). Myself tamad akong mag consider sa mga opinion ng mga taong mismo out-of-order.     During those times in my visit here in MM, appreciate ko talaga ang pagpatupad sa pag helmet ng mga bykers. Dito sa amin kahit hindi strict, alam ko there is an existing law kaya ginawa ko nang habit.Sa umpisa tlagang ncomfortable.Kung maghahatid ako sa aking misis at sa aking anak sa skl,i always see to it na mag-helmet din sila. Kaya minsan kkahiya naman palagi akong may nakita na yng misis na nasa likud naka headband lang samantala si mister nka helmet,minsan may maliliit pa na tsikiting nasa harap bare head (siguro matigas pa ang ulo ng bata). Back to my point, minsan sa umpisa lang ang hirap pag obey i mean this sticker thing, but sana maka hanap pa ng ibang paraan (from the law-abiding riders) na hndi mka create ng bad impression sa mga dadayo sa atin.     Thank you for standing up for the cause of all law abiding MCP members.I think the best help we can give to the PNP is to register as a volunteer citizen police.Any motorcycle club/federation can enlist their own member to volunteer.Sa registration ang club/federation name and contact number lang ang kailangan.number of members and location ng club/federation.Sa palagay ko ay kaya na ng club/federation officers ang paggawa ng rules/rugulation tungkol sa issue na at e submit sa MCP hierarchy bago sa PNP kung ayon sa batas ang proposal ng bawat MCPF registered club/federation.GOD BLESS AND MORE POWER.MCPF officers.

    Unahin muna ni bayani yung mga 4 wheels private and public na lagyan ng plate number sa side ng sasakyan bago nya isunod yung mga motorcycle or mauna na nya lagyan yung sasakyan nya para sya ang model..saka yung mga pulis at MMDA na hindi nagsusuot ng helmet hulihin nya rin..kung di talaga stupid bayagni fernando.

    BF is again thinking of glass etching the mirrors of cars. why do this? why not apprehend first those kolorum fx’s mostly owned by police without plate numbers,use of expired commemorative plates, those cars with heavily tinted plates. why not ? why always doing things with new gimiks? with this new gimik i should say just apply the existing laws. crazy place. such a bull….

    The problem with MMDA is they keep on making excuse so they can make new resolutions. Why not use their creativity and beef up their manpower including their men’s I.Q. so they wont be implementing STUPID LAWS. Why does the higher government sector let low I.Q people get hired in MMDA? ODD and EVEN lang sa plate number eh di pa alam. Tanungin mo on the spot kung ano ang difference ng RA4136 at RA8749, di pa alam. nakakahiya sila!! mga qualification ng mga enforcer nila pang METRO AID lang. Appointed Govermnent Officials Reflect the personality of the person delegating them. Does that mean pati ang ating Presidente Macapagal eh low I.Q. din para makalusot ang low I.Q. na si Bayani Fernando? let it be heard!!!

    bakit d natin subukan ipatupad muna ang sticker sa helmet plate # gamitin model ang mga pulis at mga MMDA na gumagamit din ng motor, subok lang kahit 1year with the same package that mr. Bf wants, lalo na yong mga naka uniform na enforcer, ang nakalulungkot na katotohanan ang mga ordinaryong mananakay sa motor lang naman ang ma-aapektuhan, kahit mga director at opisyal ng MCPF d nman kayang masita ng mga trafic enforcer at pulis, kaya mo bang hulihin si Beroya kung d siya sumunod sa gustong mangyari ni B. Fernando

    si beroya? hahaha. di nga nya hinuhuli mga kolorum fx na walang plaka at mga cars with dark tinted plates ano pa ma expect mo sa tao yan? basic laws and regulation wala na ano pa? masaya talaga mga criminals dito. no wonder dumadami ang crimes. tapos ibang pa kulo gagawin . banana!

    So, what’s the news now? Are the MMDA really gonna implement it? do they have the police power that is backed by law to apprehend and fine motorcycle riders that are not going to/unable to to comply (like those coming from the provinces with out the knowledge of this ridiculous resolution).
    He may have the best intentions but people with “best intentions” usually over do it/ bordering to dictatorship and unlawful practice of authority.

    tama ka . marami din sa motorcycle riders ang lumalabag dito . they just mount the plate on the side of the bike just for porma. dito malinaw na mali. it should be at the back where it should be para very visible.

    di magagawa ni beroya yan. most of the kolorum fx’s na walang proper plates are protected mostly by police. laganap nga yan matagal na. believe ako sa kanya kung magawa nya yan. kung gawin nalang legal yan di sa gobyerno pa ma punta ang tax money instead sa protection money for the police. eto muna hulihin nila mga walang plaka kung talagang gusto nila labanan ang krimen.

    i think inutil ang law natin. sa pag register pa lang dapat LTO should see to it nasa standard ang motor vehicles (side mirrors , lights ,mufflers plates etc.) .nakikita anything goes in out country walang law and order talaga. third world na third world ang dating.

    So.. MMDA and MMC plan to continue implementation of the Helmet sticker “policy” (they don’t call it a law). Both the Manila and Makati mayors are saying that the Supreme Court in a 1991 case ruled that MMDA/MMC have no authority to legislate at all. The PNP and MCPF have bonded an are agreement on alternatives. So the resolution depends on who is really in control of the city.

    just 5:30 pm today. me and my family.my three kids and my husband were on the third florr of our ofc building.we were in the room not knowing what was about to happen when a noise came from the garage below. next thing we realized,i saw from the third floor window a man going down from a motorcycle poking a gun at my father and our ofc messenger. he was shouting”ibigay mo na ibigay mo na!”pag di mo binigay yung bag mo babarilin ko yang kasama mo!” we freaked and i ran to the phone, my husband headed towards the door to go down and my eldest son followed.i was stuck on the landline phone waiting for the 117 operator to pick up…but it took so long.this time i can only pray and use the only weapon i had.to ask for the Lord’s help in prayer..i tried dialing from the celfone and handed the landline to my daughter so she too can try contacting the police. then
    i heard a gunshot.after few more rings an operator picked up and i relayed that my dad was shot and that they should send policemen. then i headed towards the window again anticipating the worst..that my father was dead. and i was praying not to hear another gunshot.my daughter proceeded to the window to try and get the platenumber…she could only see the three lettters 708 and the letters eu. then…i instructed her to keep on looking and that she should stay there with her 6 year old sister…then i ran down the stairs…praying to see my father alive..and when i saw him standing by the gate..i almost jump on him and cried for joy…my prayers were answered. it took about 7 minutes more till the policemen appeared with guns.. but the motorcycle bandit already fled..not in full speed..as if he was just cruising as relayed by bystanders. there were people who witnessed the scene. no one helped.they just watched..later on i interviewed them and they said they were too scared to do anything at all.no one even tried to call the police…nor even saw the plate number..they were just plain scared..the motorcycle bandit left wth my dad’s bag.i was successful in freezing the credit card but my dad forgot he left his atm card in the bag too…and the bandit was able to withdraw his sss pension…it was a small amount compared to the great gift God has spared him today…my father’s life and our messenger’s life. But when they reported the incident the policemen said…it can’t be enough because we were not able to get the complete plate number.if the helmet had a number on it…then we can have a chance to trace and stop this man at least…there may be hundreds of them but at least …if there was a number..we can identify him and have a stronger case.

    not ID stickers on helmets but 100% police efficiency, 100% no police corruption, and 100% no police abuses.

    even with ID stickers on helmets, a criminal will always find a way to commit the crime.

    requiring ID stickers on helmets will already mark a rider s a criminal which is unconstitutional and a human rights abuse.

    Ano ba yan ganyan lang ba kayo katalino at ang nakikita nyo lang solusyon para mabawasan ang krimen gamit ang motorsiklo ay paglalagay ng plate no. sa helmet. Wow naman! palagay nyo ba hindi magagawan ng paraan nyan ng mga krimenal para malusotan ang krimen kahit may batas na ilagay ang plate no. sa helmet. matatalino yan.
    Sa palagay ko kung mabibilis mag responde mga pulis at kung mga alert yan, masipag mag ronda, nakakalat sila saan mang lupalop ng pilipinas mapipigilan nila ang mga krimenal. pag isipan nyo mabuti. yun lang.

    Hindi naman ata solusyon ang pagiging nakakalat ng mga MMDA sa daan e. kasi nakakalat lang sila. Ganon din mga pulis. Nakatambay sa ilalim ng mga puno para hindi maarawan. Sa tingin ko, dapat mapicturan yang mga yan e. Tapos ikalat mga picture nilang pinapakita wala silang ginagawa at wala silang kwenta. Matraffic pa rin kahit may mga MMDA, may nakawan pa rin kahit may mga pulis. Un lang. Pointing fingers is not a solution, giving evidence of their non-productivity and efficiency is a start. Un lang.
