The idea is just so absurd, it looks funny. But no one’s laughing.

You know what, since you so called “Lawmakers” instigated this so called “Law”, why dont you show us how it should look like by wearing one, & ride around the “WHOLE” city so everyone in the riding community will “try” to understand your point. Theres a saying…. “it takes one to know one”. Show us then “maybe” will will follow….. “NOT”!!!!
I for one will be the first peron to be laughing at your sorry, pothetic & dorky little outfit. And i pray to god that I hope I can control myself from kicking your bike IF i ever see you riding in the streets of Manila. Get a life & do your job in making our lives better, not yours.
Question: How much time did you waste & how much did it cost us taxpayers for you to come up with such a dumbass law in the 1st place?!?!?! I want a refund…..

I just re-discovered the joy of riding a scoot…then I heard that you ‘need’ to put your plate number on the helmet? Who concocted such a bird-brained idea? If for example, one ‘borrowed’ a helmet from some other rider and both didn’t match…? What then? I believe that the MMDA didn’t consult a bunch of kids for this so called ‘anti-terrorist deterrent…!’ I hope so.. In the meantime, if it becomes a law, then they should allocate funds for the LTO to issue the warranted, water-proof and reflective stickers to be used in the helmet! See?
To the MMDA, consider the rules properly (and consult with the decent riders before coming up with ‘absurd’ ordinances and laws…..! I rest my case…

i travel daily riding with my motorcyle, as i have notice mostly of uni4m men are not wearing helmets(police & traffic enforceer) “siga” it means pwde. with regards to helmet policy by puting plate number on it, i think mr fernando is creating his own country, coz watever he wants to do he do it personaly? bka bukas ayaw nya na may mkita sya n motorcycle sa kalsada. Crimes is a police matters not MMDA.

First things first.
MMDA should require all government offices and agencies including government-owned and controlled corporations and government financial institutions that their fleet of service vehicles, with or without security plates be made to SPORT their plate numbers on the left and right sides. The size of the numbers must be readable from a distance of 300 meters.

pero paano kung colorful at marami design ang helmet ko baka di mabasa ang numbers and letters maghahalo sa color scheme ng helmet ko. kakaskasin ko ba ang kulay para mabasa ang plate number? so dapat bawal na rin ang marami kulay only one color para may contrast ang numbers. haay naku kawawa naman ang pinas. WAlang matinong batas na pwede gayahin ng ibang bansa.

Now if some moron wants to steal my bike, he’ll have to kill me for my helmet as well! Stupidity! Plain and simple ignorance that will negatively reflect on our people once again. “Only in the Philippines,” I can almost hear foreign visitors snicker. An excuse for the ineffectivity of our law enforcement and Bayani Fernando’s bad taste. Period.

Another one of those “absurd” Laws made to look like a solution to a problem, but is actually just a “stop-gap” measure. This law has more downsides than upsides. Why? For the following reasons:
1. Helmet manufacturers do not recommend painting over the helmet since it compromises the durability of the helmet.
2. Anyone can steal your helmet without you knowing it and commit the crime in minutes. Even if you filed a police report, the crime has been committed.
3. If you plan to borrow someone’s bike, you have to make sure that the helmet fits.
4. Everytime you change bikes (upgrade, downgrade or just plain selling) you have to include the helmet, or scrape off the number on your helmet and paint in the new one. The more it compromises the durability of the helmet.
5. Having the face shield of your backride open, just decreases the safety factor, by 50%, of your backride, who’s life (and safety) is under your responsibility.
6. Having YOUR face shield open is in violation of all international motorcycle / driving regulations.
What Chairman Fernando needs is good, reliable, accurate INTELLIGENCE REPORTS of these groups. He is making the whole motorcycle riding population suffer due to the incompetence of his “intelligence” agents.
Whoever did submit this proposal to Chairman Fernando is likely just sitting on his BIG FAT *SS, in an airconditioned office, being driven around in those heavily tinted American Made Gas Guzzlers, complete with security detail.

I believe this is intentional. if you dig deeper i think it roots to something else. DEFINITELY A GOVERNMENT PLOY.
1. A DISTRACTION? to take some attention from the critical issues. (kidnappings, election fraud, etc)
2. An attempt to find some alternatives for revenue. (i guess that’s why GMA said there wont be new taxes imposed) i guess they have noticed the ever increasing population of the motorcycle community, ika nga “a good season to milk the cows.”
3. This is one of those actual laboratories where they could experiment and test their authoratative powers. like the e0464, pag walang pumalag eh di pwede pala, pag may pumalag eh medyo back off at re formulate then retest ulet.
Hanep talaga ang mga think tanks ng gobyerno. akala nyo lang bobo sila pero may mga hidden agenda yan…

While listening to the radio yesterday morning during my Sunday morning coffee, I caught the MMDA segment on DZBB. This broadcast was surprisingly level headed, though still containing a lot of misconceptions regarding MC riders, like the use of the sidewalk, the weaving in and out of traffic and of course the ever popular, making “silong” under walkways when it rains, the show was generally and surprisingly pro MC.
Their topic shifted towards motorcycle riders. They were throwing figures about how many accidents there are and how they’ve increased due to the sudden upswing of users the past years. They mentioned a figure of 2000 reported accidents involving Motorcycles with 51 of them proving fatal, I am not sure about the time frame of the figure they gave, I think it was for 1 month or 1 year. Whatever the numbers this figure has definitely got to be lowered. Rider education should be a number one priority now for all those seeking their first bike.
Here are a couple of examples of how the radio segment went.
Anchor: Shouldn’t MC’s be restricted to 2 lanes on the road, instead we see them all over the place?
MMDA Director: Being a rider myself we usually keep to the driver half of the lane making ourselves more visible. There is no restriction as to where MC’s can go just as long as they observe common sense and follow regular traffic rules.
Anchor: Sometimes they surprise you appearing beside you all of a sudden?
MMDA Director: Lane splitting is normal when the traffic is slow or stopped but lane splitting during moving traffic is dangerous and prohibited.
Anchor: Shouldn’t MC’s be forced to take the service road instead of the various tunnels along EDSA (Shaw Tunnel)?
MMDA Director: MC’s are allowed anywhere, in fact its natural for them to take the tunnel because it’s the faster route. As long as they follow regular traffic rules they’re ok.
And the final word of MMDA Chair Bayani Fernando on this segment.
Even motorcyclists have rights. All they have to do is observe regular traffic rules. You have the same rights as cars, specially when parking. “Taas noo ang nag momotorsiklo”.
It’s a refreshing change from all the gloom media is reporting regarding MC’s.
So maybe there is hope after all.

It is not surprising that MM DA always come up with silly ideas and out of this world regulation, voila!!! heres another one!!! license plates on your helmet?? Only in the Philippines!!! I am in Vietnam at present and it is a fact that the number one means of transportation here is the so called XE OM or motorcycles, all kinds of motorcycles can be found here not only a few but hundreds of them and strict rules as far as plate visibility is imposed, but helmet bearing license plate number is out of the scene here. Motorcycles have license plates triple the size of the one we use in the Philippines, a black and white plate with all the numbers and letters presses onto it and can be visible even from a distance. I think those people from the MMDA think tank office should sharpen their brains a little bit and conduct studies further before implementing such regulations, i agree it is really amusing but i am definitely laughing… Mr. Chairman have you ever been to Vietnam??? i think it time for you to visit this country and maybe it will help your brain executives to give you bright idea instead of rubbish intelligence.

It looks like the Metropolitan Manila Development Authority (MMDA) and its Chairman, Bayani Fernando, now want to join in our national leaders’ pastime of creating unbelievably stupid laws and regulations.
Let’s see what these rules will mean to the motorcycle-riding public.
First, it seems that Fernando has forgotten that full-face helmets are much safer for riders — whether they be passengers or drivers. A study in the January 2003 issue of “Annals of Emergency Medicine” found that motorcyclists with facial injuries are 3.5 times more likely to have a brain injury. Those that receive facial fractures are 6.5 times more likely to have brain injuries than those without any facial damage.
Helmets with face shields, while not as good as full face helmets, can also provide some protection against insects and other flying objects.
The bottom line: a full face helmet covers the face and can prevent facial damage, while a face shield also provides a bit of protection. The new MMDA rules, however, would deny motorcycle passengers a chance to use better protection since they require that a passenger’s face be exposed.
What if a person has two or more motorcycles? Will two sets of numbers large enough to be seen at a distance fit on both sides of a single helmet? Or does Fernando expect riders to buy more helmets and have one helmet assigned to each motorcycle?
What if one sells a motorcycle and purchases another one? How will a “permanently placed” sticker be removed without damaging the helmet? Does he realize how expensive a properly-certified helmet can be?

the authority must first do their job . look at the streets of metro manila, cars with heavily tinted plate numbers kolorum fx taxis without plate number or with expired comemorative plates mostly own lead by cops. they should implement existing laws to really fight crimes.

Correct me if I’m wrong but if you ride an MC and don’t wear a helmet it’s only a traffic violation? but, if you wear a helmet with no plate number on it it’s considered as a criminal offense? And, the clincher here is that MMDA personnel in motorcycle na naka baseball cap lang will apprehend you for your violation.
The problem with BF is he is like a horse. Both of his eyes are covered on the side and he just sees what’s in front of him. Like his harebrained idea, he thinks that this is the solution and won’t even consider the opinions of those opposing his idea.

Before i used to admire bf for the improvement he has made in the metropolis specially in our area here in qc, all the while i thought he is damn good genius in solving or atleast reducing traffic jams in the metro, but with this latest prosoped law on helmet sticker, well i just want him to know he is not making our (riders) lives easy instead making another reason to bother everytime he see a man riding a motorcycle coz the riders are mad at him…Chairman having a motorcycle now a days is not a crime, so don’t treat us (riders) one.

i was speaking to my lawyer about this problem of ours. this is what i learned. firstly there are 3 public hearings that by law must first go thru before this ordinance is to be implemented by law. and i believe if we have a lawyer to represent our case will we have better chance to win, we could or should have gathered together at the public hearings to show our support against the mmda. rallies can get kinda tricky. i just dont know now if the those 3 public hearing have already happened. peace and joy riders

Another conspiracy inspired to generate revenue to the ailing MMDA since they already lost their influence to hail on their victims and start extorting money.
Considering the fact that this “helmet sticker” law will cripple a lot more motorcyclists out of their wallets considering the expense we have to go through in registering for new plate stickers. What’s worse, not a lot of bikers I know owns one helmet, and I own three, one for every occassion.
What would stop them in thinking that they should be replaced on a yearly basis, plus adding more than Php 1,300 (just paid last month) on insurance, smoke emission tests and fees? The idiocy is piling up so much political clout that it’s just begging to be kicked in the crotch, hard.
If they can think of something as absurd as “helmet stickers”, then they should do something about speeding up the road repairs happening at the West Service Road in Paranaque.
