I received this email from a very livid Dr. Scoot (from Scooterista magazine). He has asked me to publish it in full.
I would just like to air my sentiments as a motorcyclist. Mr. Chairman, how did you come-up with a law without consulting the riding public? Do we have rights to show our concerns and recommendations with the lawmakers before making this stupid and prejudice ordinance? Is our law, ” INNOCENT UNTIL PROVEN GUILTY” been changed to ” GUILTY UNTIL PROVEN INNOCENT” Are there persons or entities changed without announcement our PHILIPPINE CONSTITUTION? Iba na ba ang Bill of rights natin? PAG-NAKAMOTORSIKLO KA PALA, KRIMINAL ANG TINGIN SA IYO NG IBANG TAO. Napaka-degrading pala. Porke hindi mo kayang bumili ng kotse at wala kang kaya…kriminal ka na pala?
You think, this new ordinance regarding helmets with letters and numbers of our plate will solve the crime problem? I don’t think so.
Hindi ba, pwede mong i-hambing ito sa pagiging racist?!
Sana, ma-mulat ang inyong mga mata na marami pong concerned. Kaya BUMUSINA MUNA PO KAYO BAGO TUMULOY!

Let’s make a letter then faxed or email to MMDA and the OFFICE OF THE PRESIDENT. Kahit isang format lang at content (signed by different persons concerned) siguro, para mahimasmasan sila. Di na pala kailangang ng dialogue to come-up with a “law”. Kakainis, sumusunod naman tau sa rules pero parang pinaliliit nila mundo natin.

This is sick. What’s even sick will be the apprehending officer who has no helmet of his own and a smirk on his face while he writes you a ticket. It’s just another workaround for their incompetence in applying the law against the real criminals.

Mr.Chairman kumana ka nanaman… palibhasa masasarap na buhay nyo naka kotse kya balewala sa inyo yung mga nakamotor na maghapong nasa kalsada… yung mga tao mo puro panghuhuli ginagawa ayaw magtrapik kahit barado na kalsada ngayon dadagdagan mo pa ng dahilan yang mga buwaya na yan gipitin kami?… aalis nako marikina!

dapat intindihin nila yung kapakanan ng mga fellow motorist natin,ang daming dapat bigyan pansin tama si hungaskabatalag siya kaya ang magmotor maghapon.bakit hindi cya maglagay ng motorcycle lane di ba?kesa yan ang iniitindi nya…dami dapat intindihinpara mapaganda ang daan lalo na ng mga motorista na motor lng ang kayang bilhin……..

This will do nothing than just fuel the fire among us bikers. this will not solve criminality it will only make it even worst. sana man lang meron silang statistics to support yung mga batas na ginagawa nila. magpakita sila ng patunay sa mga motorista that crimes were lessen to a certain degree man lang kahit papano. di yung basta may bagong batas na naman without even consulting us. aba ang dami na nilang pinatupad na kung anu-ano.. ang masama padami ng padami lang ang dahilan para magatasan ang mga motorista pero ang kriminalidad di naman nababawasan. sa bandang huli tayo pa rin ang kawawa… lead by example yung mga enforcer ang numero unong violators simpleng helmet lang di pa makapagsuot.

Ipagpalagay na sumunod ang lahat sa gusto nila, ipagpalagay lang, hindi na kaya magkakaroon pa ng mga pagnanakaw na gamit ang motorsiklo? At kung magkaroon pa, ano na naman ang panibagong ordinansa na gagawin? Baka naman ipalagay na ang pangalan at address sa likod ng mga nagmomotorsiklo?

i think so… having plate numbers posted at the back of every helmet is a complete outrage… outright silly… this so called solution of bayani is nothing more than an added problem to the rider’s community. we’ve been branded as snatchers, holduppers, reckless, road-raged bikers, noise polluters, gun for hire, and what not. now they’re calling us criminals without those digits? racism i say… fellow forumers are correct, if you want to impose the law, start with yourself. officials should set an example for the laws that they impose. let us see that officials are doing their part. then we could(maybe) have a compromised agreement. but then again, it’s impractical. questions frequently asked:
“what if i had more than 1 bike? would that mean a helmet for each?”
“what if i had a backride who owns another bike? would that meant i need two helmets for each bike?”
“who the h*ll had the idea of branding bikers are criminals?”
“why are bikers discriminated???”
i can’t help but wonder that Bayani has a stigma against biker’s… Mr. Fernando are you a frustrated biker? do you even know how it feels like to ride a crotchrocket? i challenge you to ride one for a week and see how it feels like…

Yes, this new thing is ridiculous. Obviously thunk (pun intended) up by a non-rider. I’d understand trying to identify the plate number of the MC or scoot from the side. But why in the world by means of the helmet? They don’t seem to understand that a helmet is as personal an item to the rider as underwear and we use the same underwear, este helmet for different bikes. Buying one per bike is not feasible. So how come nobody came up with the proposal that has worked for many many years in the other ASEAN countries like Singapore where they are required to have a visible vehicle tag number on the front of the bike and/or perhaps at the sides? I showed this to a bunch of rider/journalist acquiantances in Malaysia and Singapore and they found it ridiculous as well.
BF, I think you’re a straight up guy with a lot of things, but this is one that I’m going to have to say is downright dumb. The Malaysian fellow said to tell you that you should wear your car’s license plate around your neck as it’s the equivalent of what you’re asking the riders to do.
Sadly, the branding is courtesy of the the criminals that do commit crimes on motorbikes, and they are the ones that are destroying bikers reputations as a whole… But since they’re uncaring of the hardships they can cause their victims, I highly doubt that they will be mindful if they destroy biker’s reputations. Their feeble minds can only understand one type of justice, which is fear… I say they’d do better to issue a directive that anyone caught snatching on bikes can be shot on sight no questions asked. Now wouldn’t that solve the problem in a snap?

I agree with avespaguy. My helmet is as personal as my underwear. I am not a selfish guy and i share my bikes with my friends. I don’t agree with the idea of sharing my helmet too just to comply with this law. Would you share your underwear to your friends Bayani?

I do not blame BF for trying to come up with a solution. HOWEVER being a person with a post, he should have more tact than to discriminate. The solution he proposes sadly emphasizes his lack of wisdom.
Motorcycles are a solution to our congestion, and air pollution. It offers commoners an alternative means of transport, which if carefully considered, is even cheaper than public transport.
Why brand us as thieves or criminals, when we in fact offer solution?
These people, who probaly hate us for not being able to enjoy as much freedom as we do(or other reasons), owe the majority of responsible motorcyclists an apology.
It is enough that we face the hazards of bad roads, reckless drivers, and much less, contempt.
I stop and give way to pedestrians crossing the street (sometimes to the honking of the car behind me, that I fear will ram into me). I sign left or right, if I need to turn, overtake, or swerve. I wait 2-3 seconds before I go when the light turns green. I DO NOT deserve to be branded as a crook. And I know, I am not alone.
I do not believe that this should come to the point where an assembly be formed in protest. But if it comes to the point that it is necessary to uphold my right, then so be it.
We need a figurehead who we can support, and will air our sentiments. Let us support whoever stands to the post of becoming our mouth.
And if diplomacy fails, then let us be a pack.
It is not because I have to wear a plate. Rather, the obligation that I have to wear a plate BECAUSE THEY THINK I AM A CRIMINAL.
And if they do not think we are criminals, WHY THE HECK DO WE HAVE TO WEAR A PLATE?!!!

Lalong bumababa ng bumaba ang pagtingin namin kay BF. Nung una napakataas, lalo na nung bago mag 1998, mataas pa ang rating nya nun para sa VP. Pero ngayun ka level na ng utak nya si GMA. Hindi nila masugpo ang criminal riding motorcycles, eh 99.99% naman ng mga riders ang mag sa-suffer ng katangahan nila. Mas malala pa ito sa Martial Law nung panahon ni Marcos na identified talaga kung sino ang hinahabol nilang kriminal. Ngayun, pag may nangyaring krimen na kasangkapan ang motorsiklo lahat ng riders papahintuin sa bawat kanto. Kahit walang krimen na nangyari pinapahinto pa rin ang mga riders. Di ba pwedeng magkaroon ng classification sa Make, Type, Brand, Color at kung anu-ano pa para ma sort out ang target nila. Baka definition ng SORTING dipa nila alam. Malaking perwisyo para sa mga motorcycle enthusiast ito. Wala na yung freedom of riding dito na ino-offer ng isang democratic country. This is external democracy hiding in internal Martial Law. She did not rob her position once, but twice.

I am an OFW and was very surprised reading it on the news.
In fairness, Mr. Fernando had done a lot of good things. But by far this is the most stupid stunt he would ever pull. I love motorcycles and symphatize with your sentiments. It is indeed a “discrimination”! Sarap mag-mura. Riders would look like a bunch of clowns on the street, Fernando. What about painting plate numbers on both sides of the all cars too so that kidnappers plate can be easily spotted as well should they kidnapped someone. Better yet, formulate a law that all drivers, regardless of what vehicle they drive, wear a vest with their plates on it whenever they drive. Hahaha!!! this is really getting hilarious. Man! I’m getting mad and happy.
Yang mga hagad ninyo, bigyan ninyo na lang ng mas-maliit ng motor, mas bagay sa kinala yan ng madaling makasingit sa traffic. Tapos pa lypo ninyo ng magliitan ang tyan. Dalas kasi hawak ng mga yan toothpick, laging nagtitinga, kaya kapag may dapat ng hulihin di maka-agwanta.

i think that plate number sticker on our helmets is an idea from hell!.. if i were to suggest, mmda should have thought of putting our plate numbers on a reflectorized vest.. mmda’s specs, and they can even sell those, at least their office can may some money pa.. please please please, use your diploma before deciding on anything!

A rally would be too hasty a decision at this point. Let us first find a spokesperson to deliver our angst regarding this concern.
If we immediately move to a rally, without exhausting all diplomatic means, we are a mob. Let us not stoop to their level by making hasty decisions.
If they enact and enforce this law, without regard to our clamor, then shall we form.

My brother in law is pastor, so it does not mean that when your using an mc kriminal na. guys sa mcp, since you claim na you are organized its time the voice of the motorcycle riding public, alugin ang ulo ni chairman bago pa tayo pagtawanan ng ibang bansa, if you need to organize a motorcade para lang pakinggan tayo, we will support it. a forum with Chairman Fernando is needed. Plate number on the helmet? What will they think of next? On the overalls? Boots? Gloves? Pati Shades na rin! Nag-consult ba ang MMDA with the LTO regarding the ‘proper stickers’ na gagamintin? Aba dapat lang, the plate number is a part of the vehicle, and whatever copy it is issued on should be sanctioned also by the LTO! where are they going to get the budget for that? Please tell me, because I find it an utterly useless ordinance/law….
Oh, by the way, meron nga akong nakikitang mga ‘pulis’, yes police, na nagmomotor na walang helmet!? Or gloves! Shucks… Please set examples so that the riding public can follow…

1. Medyo magastos ang gusto ni mr. bayani. if I have 3 motorcycle ibig sabihin dapat i have 3 helmets. tsk tsk tsk. tapos plus one more helmet for my Gf. if one helmet cost 2,500 nalang pagagastusin mo ako ng 10,000. alam mo Mr. bayani if your Guys and the law enforcer only do their job right and sincere, you dont have to think or to make a stupid ordinance or a law.
2. Pag bumili ba ako ng new mc, ibig sabihin kailangan kung antayin yung plate number bago ko ito magamit. O kailangan lagyan ko muna yung helmet ng “FOR REGISTRATION” habang nagaantay palang ako ng plaka o pag lost plate naman, kailangan ko rin bang lagyan ng “LOST PLATE” yung helmet ko?. Tsaka Paano kung masiraan ng motor yung kasama ko tapos inangkas ko siya. Parehas may plate number yung helmet namin diba pero magkaiba, will that be a violation?
3.Mr. bf want to implement another ordinance/law, pero mismong tauhan nila does not follow the old laws. like proper wearing of helmet. minsan magka-angkas pa na parehas walang helmet. Tapos they want to implement it pero most of their guys wear a cap type helmet. Sila san nila ilalagay yung number.
Mr. Bayani, bilib pa naman ako sa inyo. Pero dumadami na sablay ninyo. Masmaganda Siguro yung nameplate nalang ng mga tao ninyo ang lakihan ninyo, yung visible ng 25 meters para madaling makuha yung mga pangalan nila para madali silang maireport pag may ginagawang di maganda.
kung gusto ninyo palgyan niyo narin yung mga tshirt ng estudyante ng “STUDENT” at kung Empleyado “EMPLOYEE” tapos “DRIVER” para sa driver.para pag sumakay sa jeep yung holdaper ma-identify din agad. kaso it dont work that way. your ordinance wont stop or lessen crime. baka madamay pa nga pati innocent. malamang tumaas pati nakawan ng helmet at plate number ng motor.

In an interview with Bayani Fernando on Channel 7 late last week, he said that if it was up to him (in a sense, he was saying that some other harebrain came up with the license plates on helmets scheme), he would do away with helmets all together. The reason? According to him, more people are injured and killed by thieves on motorcycles than are caused by motorcycle accidents alone. I’d like to see where he got his statistics to justify this amazing piece of wisdom.

Mr. Bayani diba leader ka and as a leader must be a good follower and practice what you preach.Dapat mauna ka,kelangan mag motor ka at lagyan mo ng plate no. yung helmet mo ng visible up to 25 meters bago mo ipatupad ang pulpul mong ordinansa o di naman kaya pati mga four weels palagyan mo rin ng plate no. sa body side by side sa likod at pati wind sheld palagyan mo rin at unahin mo mga magagara mong four wheels, be a good example.Sayang ang pangalan mo bayani panaman.

tapos wala pa standard ang number kanya kanya ang lagay e di pati crooks kayang gumawa ng kanyang design. Dapat tamper proof na manggagaling sa MMDA at libre for the riders at hindi sa helmet sa vest or something na detachable para pwede ilipat sa ibang suot parang gumawa ng batas na hindi pinagisipan. pero all cops and mmda personnel should start it. They should lead by example, para paghinuli ako pwede ko ibalik sa kanila bakit ikaw wala, e kokotongan mo lang ako e di mas criminal ka pa.

Hey mga bro!!! bago natin alugin si bayani fernando diba dapat alugin din natin mga dealer ng mga MC, kelangan natin mga suporta nila.Ipaalam natin na babagsak ang MC industry pag naipatupad ang ordinansa ni MR.Bayani, sino ba naman ang bi2li ng MC pag naipatupad ito. Diba kahit sino ayaw mapagtawanan at mapagbintangang kriminal. Kay Mr.Kawasaki,Mr. Honda, Mr. Suzuki at iba pang kaibigan nila na sina Mr. Kimco, Mr. Motor Star etc. kailangan namin suporta nyo.

Mga Bro…papayag ako na maglagay ng plate number sa Helmet, if they (Bayani and his posse) would enact an ordinance, na kung sino man ang mga MMDA enforcers or pati mga pulis na mahuli na naka motorcyle pero walang helmet… dapat kalbuhin at lagyan ng tatoo ng plate numbers ng motor nila…para hindi lang tayong mga responsible bikers ang laging dehado, -ride safe mga Bro

marami solution jan, ewan ko bakit ito pa. they can make the plates bigger so to be more visible just like in any other counties. masahol dito criminal offense pa tayo pag walang stupid numbers sa helmet. swerti ng mga bwaya pag natupad ito. kotong cops will reign forever and ever amen!

…nakita ko kaninang umaga yung 6 yr old na niece ko, she was holding a sticker sheet, made of plastic, napuna ko, na letters at numbers yun…Naisip ko tuloy, mas mapapadali yata sa mga criminal na magnakaw at mang-agaw ng motor, kasi bibili lang sila ng sticker na katulad ng nabili ng 6 yr old niece ko, which is 10 pesos lang yata, ididikit lang ng mga magnanakaw yung plate number ng motor na kursunda nila sa helmet nila, tapos, sibat na sila… di na sila papahintuin ng mga pulis o MMDA, kasi pareho naman ng numbers at letters sa helmet at motor…
Hehehe…pabor yata sa mga magnanakaw si Bayani Fernando, pinadadali nya ang trabaho ng mga ito…
