If i read the MMDA’s chairman’s statement correctly, we are now officially criminals who are guilty before being proven innocent.

Read this.


He suggested that the Metro mayors enact a common resolution stipulating that the failure to put the license plate numbers on the helmets of motorcycle owners and riders should be treated as a criminal offense and not as a mere traffic violation to thwart criminals from using motorcycles in the commission of crimes.

“No plate on the helmet should carry with it stiffer penalties – like impounding the motorcycle and the appropriate fines and charges because there is a deliberate attempt by the felon to conceal his identity and avoid positive identification by the public,” Fernando said.


Placing stickers on helmets will not solve this Mr. Chairman. This is merely another stop gap measure approved by our lazy local officials to show that they’re doing something. Was the community consulted regarding this? We have a fairly active MC riding community and a pretty large organization headed by the MCPF but it seems that they weren’t consulted.

It’s another poorly thought about plan. Generalizing all riders into one group and discriminating that group which just makes their life a whole lot easier and ours a whole lot harder.

This has got to stop. Can I please ask the MCPF leadership to do something about this. This is discrimination in it’s purest form and cannot and should not be tolerated.

    another poor policy again? hays!…why they always put blames on all motorcycle riders …it is their responsibilities to maintain peace in order, the mayors, the police authorities, and the barangay tanods…they all know these happen mostly at night, where is the police checkpoints? or barangay tanods? that should be rounding that time, why they always generalize this incidents and mark all riders as front of crimes?….hays! before you all implement this policy and make all riders suffer, please ….IMPROVE POLICE VISIBILITIES FIRST!!!!…DO YOUR JOBS!!!!

    So who’s gonna stop the so called criminals from printing tons of stickers to change the numbers on their helmets every minute before, during or after a crime? The next thing we’ll know is our helmets will be required to have license plates front back and sides . . .and top for the helicopters. Oh well, what should we expect from those people? They even tried to push a harebrained idea last year in Marikia where only open-faced helmets would be allowed in the city.

    Motorcycle cops should be chasing those motorcycle-riding criminals instead of being busy collecting at hidden corners or escorting dead or live VIPs. As of now, the use of those powerful big bikes is a complete waste of bike and government money.

    As tax payers, we deserve to be heard. We are paying taxes for services that would best protect and serve our interests. Now, we are required to pay extra to directly supplement the lack of consistency and efficiency in implementing present laws.

    Para masugpo ang kriminalidad? O para mapadali ang trabaho ng mga ahensyang involved?

    For me, allowing passage to this resolution is short of tolerating incompetence.

    Wala na naman silang maisip na project na pagkakakitaan. Tama ka zwooosh, kung 10 ang motor ko, malalaman ba nila ang tamang plate number ko at masusulat nila agad kung may violation? How about those who only borrow helmets? So parang lahat ng tao sa Pilipinas ay kailanagan ng 1 helmet per person. :(

    payag ako, basta lagyan din ng sticker yung magkabilang gilid ng ulo ng mga pulis na alang helmet.tapos pag alang sticker, strip off ung badges nila at ikulong agad at non-bailable.

    tapos yung mga VIP na naka-SUV dapat ala din windshield at glass tinted-windows para parehas dun sa bawal na naka-visor na helmet. tsaka meron din dapat sticker dun sa gilid ng SUV nila. Nakalagay “GAS-tador ng Bayan” para identified din sila na pulitiko.

    This is unconstitutional. The worst part would be detaining a motorist until they ‘find’ an evidence to incriminate him/her – or planting one.

    I guess we have to air or side on this resolution.

    I am an ofw, pag uwi ko sa pinas motor ang gamit ko pag aayos ng papers kc walang trapik, matipid at mabilis ako nakakauwi to spend more quality time with my family. Ang hirap sa mga enforcers and with stupid laws like this nabibigyan lang sila ng mas maraming pagkakataon para makapangotong.     Yes, if they want to implement this stupid law there should be no exception pati mga pulis dapat kasama maglagay ng license no. nila sa kanilang mga helmet! Ang problema eh mismong mga pulis (not all, but most of them)ay mga numero unong law breaker because they dont wear their helmet. Sticker pa kaya???? Madalas nga wala pang plate no yung MC na gamit nila eh!

    Chairman Bayani, I do hope you get to read this. With all due respect sir, I believe that this resolution, though well meaning, is not an effective way to curb the rising problem of snatchers on motorcycles. First of all, stickers are easy to make, and motorbikes are easy to steal, and license plates even easier still. A determined criminal could simply take the plates from another motorcycle, put stickers matching the plate on his helmet, commit a crime, and replace the original plate and stickers afterward. Easier still is to have a roll of masking tape ready to cover up the plates and stickers, easy to apply and easy to take off once the criminal is out of sight from the victim. I’m afraid, the resolution would not solve anything.

    On the other hand, the riding public would be greatly inconvenienced. Firstly, there is the matter of people having access to more than one motorcycle, such as myself. Would I have to put the plates of all the motorcycles I ride on my helmet? Also, if there is a back-rider, must that person also have the plates on his/her helmet, meaning he/she can only back-ride on one bike? This, coupled with the open faceplate policy, is truly a way to make life miserable for many people whose only way to get to work is to hitch a ride on a motorcycle. I mean, have you tried riding through EDSA with your windows down, Mr. Chairman? It’s worse on a motorcycle, trust me.

    All in all sir, I’m not trying to tell you how to do your job, but I do believe this policy requires better thought. As I said earlier, I do not believe it will solve anything, and it might just cause a rise in the incidences of stolen plates.

    With that said, as a law-abiding citizen, I will have no choice but to comply to this resolution, even if I would feel rather foolish doing so.

    I am for most of your policies on easing up traffic in the metro, but w/ this one? have you tried riding a motorcycle? This latest one is just another pain in the butt for most of us who does not have the means of buying a car. You are adding burdens to people who trying to make a living. youre giving ways to lazy traffic enforcers to milk our pocket.Sana konting consideration naman bago kayo pagpasa ng laws na nkakatawa. Sa tingin nyo ba di kayang gayahin lang ng mga kriminal ang simpleng stickers? Eh kung prangkisa nga ng sasakyan kaya nila eh? its totally degrading, na basta naka motor ka na eh part ka na ng suspected snatchers! please reconsider naman Mr. Chairman, put yourself in our shoes.

    l’m a cager but planning on getting my first real big bike – an X11 perhaps. However, after reading this resolution in the forum, l’m having second thoughts. Wherever did they get the idea that posting stickers on both sides of your helmet will help curb criminality. l pity the mothers of these people who came up with this idea. They probably didn’t drink enough breastmilk, thus causing their brain cells to remain undeveloped. tsktsktsk…

    Apart from this being an ill thought out law, where are thecurrent law enforcres? Currently the law enforcement don`t even apprehend riders who do not even wear helmets or those that have them half on their head pushed back.

    But there is a safety issue here. It is a scientific fact that glue from stickers can degrade your helmet to make it next to useless.
    In my home country England it is AGAINST the law to put any sticker on helmets unless already applied to certify british standard approval. These stickers are not glued but are part of the construction and finish of the helmet.
