Biker riders are now felons
25
June
If i read the MMDA’s chairman’s statement correctly, we are now officially criminals who are guilty before being proven innocent.
Read this.
He suggested that the Metro mayors enact a common resolution stipulating that the failure to put the license plate numbers on the helmets of motorcycle owners and riders should be treated as a criminal offense and not as a mere traffic violation to thwart criminals from using motorcycles in the commission of crimes.“No plate on the helmet should carry with it stiffer penalties – like impounding the motorcycle and the appropriate fines and charges because there is a deliberate attempt by the felon to conceal his identity and avoid positive identification by the public,” Fernando said.
Placing stickers on helmets will not solve this Mr. Chairman. This is merely another stop gap measure approved by our lazy local officials to show that they’re doing something. Was the community consulted regarding this? We have a fairly active MC riding community and a pretty large organization headed by the MCPF but it seems that they weren’t consulted.
It’s another poorly thought about plan. Generalizing all riders into one group and discriminating that group which just makes their life a whole lot easier and ours a whole lot harder.
This has got to stop. Can I please ask the MCPF leadership to do something about this. This is discrimination in it’s purest form and cannot and should not be tolerated.

another poor policy again? hays!…why they always put blames on all motorcycle riders …it is their responsibilities to maintain peace in order, the mayors, the police authorities, and the barangay tanods…they all know these happen mostly at night, where is the police checkpoints? or barangay tanods? that should be rounding that time, why they always generalize this incidents and mark all riders as front of crimes?….hays! before you all implement this policy and make all riders suffer, please ….IMPROVE POLICE VISIBILITIES FIRST!!!!…DO YOUR JOBS!!!!

So who’s gonna stop the so called criminals from printing tons of stickers to change the numbers on their helmets every minute before, during or after a crime? The next thing we’ll know is our helmets will be required to have license plates front back and sides . . .and top for the helicopters. Oh well, what should we expect from those people? They even tried to push a harebrained idea last year in Marikia where only open-faced helmets would be allowed in the city.
Motorcycle cops should be chasing those motorcycle-riding criminals instead of being busy collecting at hidden corners or escorting dead or live VIPs. As of now, the use of those powerful big bikes is a complete waste of bike and government money.

This is a BIG BU*L*HIT! They just want to hide their INCOMPETENT asses. This only shows that the law enforcers cannot do their job in providing security to the public. If only the government can provide better Law enforcers, there’s no need for such law.

dumbass policy and policy makers. kung 10 ang motor ko, lahat ng plaka ilalagay ko sa helmet ko? o kaya e dapat bumili ako ng 10 helmet for each of my bike? talk about being outright stupid..

As tax payers, we deserve to be heard. We are paying taxes for services that would best protect and serve our interests. Now, we are required to pay extra to directly supplement the lack of consistency and efficiency in implementing present laws.
For me, allowing passage to this resolution is short of tolerating incompetence.

what the fu%K?! kiss my A@# bro!! stop being an ass#$%^! and do your job homeboy! sa totoo lang, maglagay kayo ng police checkpoint, kahit ina-abala nyo kami sa pag tinging ng papers namin… puwede ba tigilan yon na kami, at mag trabaho naman kayo!!! lumabas kasi kayo ng opisina at mag trabaho, hinde panay pasarap sa buhay ang alam yon…we pay our taxes to get your big butt to work noh!!!
9. kiko | June 25th, 2007 at 4:52 pm
How about those who only borrow helmets?
10. drey | June 25th, 2007 at 5:27 pm

13. Empoy02 | June 25th, 2007 at 5:47 pm
all of you guys are correct, we are also tax payers, and we pay taxes para pang sweldo sa mga government officials at mga pulis. ngayon meron nanaman silang dahil para kumita W.A.F!!!! hindi lahat ng naka motor kriminal.
14. styler77 | June 25th, 2007 at 6:10 pm
We will be treated guilty criminals once caught without the plate numbers written in our helmets! - until we are proven innocent.
This is unconstitutional. The worst part would be detaining a motorist until they ‘find’ an evidence to incriminate him/her - or planting one.
I guess we have to air or side on this resolution.
15. zander | June 25th, 2007 at 6:13 pm
your right Mr. T34418L3-1. Yung mga pulis dapat dagdagan ang visibility ALL THE TIME, ALL STREET CORNERS, hindi masusulusyunan ang crime kung natutulog lng ang mga pulis. SAYANG lang TAX na binabayad nmin. They have polis cars and big bikes, pra saan yun? for SHOW OFF??? o for PERSONAL? Think about it!
16. bibs | June 25th, 2007 at 8:25 pm
I am an ofw, pag uwi ko sa pinas motor ang gamit ko pag aayos ng papers kc walang trapik, matipid at mabilis ako nakakauwi to spend more quality time with my family. Ang hirap sa mga enforcers and with stupid laws like this nabibigyan lang sila ng mas maraming pagkakataon para makapangotong. Pag nalaman nilang ofw ka nanalalaki mata.. “sir pwede naman pag usapan to eh”… grabe sobra.
17. asskicker | June 25th, 2007 at 8:35 pm
riders, UNITE!
this is as stupid as stupid can get.
let us see if the cops riding bikes without helmets at all will be apprehended by their brethren.
stickers on helmets?let us not use helmets at all then.
18. Dan | June 25th, 2007 at 9:04 pm
dapat kasama ang mga pulis whether uniformed or not kasi marami kotong cops pag sila nauna susunod ako. Teka may helmet ba pulis????
19. Ram | June 25th, 2007 at 9:39 pm
Yes, if they want to implement this stupid law there should be no exception pati mga pulis dapat kasama maglagay ng license no. nila sa kanilang mga helmet! Ang problema eh mismong mga pulis (not all, but most of them)ay mga numero unong law breaker because they dont wear their helmet. Sticker pa kaya???? Madalas nga wala pang plate no yung MC na gamit nila eh!
20. nz75 | June 25th, 2007 at 9:39 pm
HO!!!!
21. carld | June 25th, 2007 at 11:08 pm
Chairman Bayani, I do hope you get to read this. With all due respect sir, I believe that this resolution, though well meaning, is not an effective way to curb the rising problem of snatchers on motorcycles. First of all, stickers are easy to make, and motorbikes are easy to steal, and license plates even easier still. A determined criminal could simply take the plates from another motorcycle, put stickers matching the plate on his helmet, commit a crime, and replace the original plate and stickers afterward. Easier still is to have a roll of masking tape ready to cover up the plates and stickers, easy to apply and easy to take off once the criminal is out of sight from the victim. I’m afraid, the resolution would not solve anything.
On the other hand, the riding public would be greatly inconvenienced. Firstly, there is the matter of people having access to more than one motorcycle, such as myself. Would I have to put the plates of all the motorcycles I ride on my helmet? Also, if there is a back-rider, must that person also have the plates on his/her helmet, meaning he/she can only back-ride on one bike? This, coupled with the open faceplate policy, is truly a way to make life miserable for many people whose only way to get to work is to hitch a ride on a motorcycle. I mean, have you tried riding through EDSA with your windows down, Mr. Chairman? It’s worse on a motorcycle, trust me.
All in all sir, I’m not trying to tell you how to do your job, but I do believe this policy requires better thought. As I said earlier, I do not believe it will solve anything, and it might just cause a rise in the incidences of stolen plates.
With that said, as a law-abiding citizen, I will have no choice but to comply to this resolution, even if I would feel rather foolish doing so.

Mr.Chairman,
I am for most of your policies on easing up traffic in the metro, but w/ this one? have you tried riding a motorcycle? This latest one is just another pain in the butt for most of us who does not have the means of buying a car. You are adding burdens to people who trying to make a living. youre giving ways to lazy traffic enforcers to milk our pocket.
24. mike francis | June 26th, 2007 at 1:43 am

34. virago xv4 | June 26th, 2007 at 3:24 pm

MMDA rules for Metro Manila alone but what if those coming from nearby provinces where this damn law is not in effect or even those who loves to travel and will have to go or pass one of the cities of MMDA, what could be the scenario?
QUESTION & SUGGESTION: ANO BA TALAGA ANG GUSTO NG MMDA? BAT DI NA LANG NILA IPAGBAWAL KAYA ANG MOTORSIKLO MISMO SAMA NA NILA LAHAT NG PAMPRIBADONG SASAKYAN AT MAGCOMMUTE NA LANG ANG LAHAT NG TAO PARA PAREHAS AT PANTAY PARA SA LAHAT.
NOTE: Suggestion is based on the mentality of those who thought of the resolution baka maisip din nila unahan na natin.

Apart from this being an ill thought out law, where are thecurrent law enforcres? Currently the law enforcement don`t even apprehend riders who do not even wear helmets or those that have them half on their head pushed back.
But there is a safety issue here. It is a scientific fact that glue from stickers can degrade your helmet to make it next to useless.
In my home country England it is AGAINST the law to put any sticker on helmets unless already applied to certify british standard approval. These stickers are not glued but are part of the construction and finish of the helmet.
If it comes down to either getting booked/arrested or being safe, I will go for the safe option. Take me away officer.

Ride Safe
54. backroader | June 29th, 2007 at 9:18 am
I think this is plain and simple redundancy. THINK…..THINK….THINK
WE KNOW YOU’RE BETTERERRRRRRRRRRRRRRR.
55. ALAN | June 29th, 2007 at 10:31 am
WITH REGARD TO THE THREAD #50, I ALSO COME FROM THE UK, AND CORRECT NO STICKERS ALLOWED ON HELMETS. ALSO A HELMET IS A ARTICLE OF SAFETY CLOTHING NOT PART OF THE BIKE SO THERE IS NO LAW THAT SAYS YOU HAVE TO HAVE YOUR REGISTRATION NUMBER ATTACHED TO YOUR HELMET, BOOTS OR JACKET OR EVEN YOUR JEANS???
SO THAT PROPOSAL IS QUITE LUDICROUS IN THE OFFSET. FAR BETTER IF THE POLICE START A MORE EFFECTIVE WAY OF STOPPING THOSE WITH NO HELMETS,OR OTHER VIOLATIONS THAN TO SIT IN SECLUDED AREAS DOING NOTHING EXCEPT SMOKING AND EATING ICECREAM. OR EVEN POSING ON THEIR BIG(?) BIKES.
SHAME ON YOU PNP TRAFFIC DIVISION
JOKE:- MOTOWORLD ARE NOW OFFERING EMBROIDERED PANTIES WITH YOUR REGISTRATION NUMBER ON THEM????

It only shows that people who concocted this policy is either not using their brains or do not have brains at all (sobrang labnaw siguro ng laman)!!!
You very well know that even passports, diplomas, licenses, almost anything for that matter can be faked dito sa Pilipinas and what you are implementing is a policy requiring motorcyclists to place plate numbers in their helmets. The MMDA should shoulder the cost of the stickers to be placed sa helmet.
This is plain and simple dumb and stupid ordinance. It is very discriminating for people who use motorcycles.
Mag implement kayo ng batas ng patas. Pag pulis walang helmet, walang plate number. pag pulitiko tulad nyo much worse hinahawi nyo pa daan.
Mr. Chairman this is just a means of extorting money again from us motorcyclists ng mga kotong cops.
Are you aware of the law of use and misuse?? Paminsan-minsan gamitin mo naman yang bao mo!!
57. freecobra66 | June 29th, 2007 at 5:55 pm
Mga Bro,
They will not turn their deaf ears para marinig nila concerns natin. They have made this resolution/ordinance WITHOUT proper consultation with the motorcycling public eh pakinggan pa kaya tayo!
What we need is to challenge this stupid MMDA resolution sa court. I am calling all lawyers who understand our plight to help us in this uphill battle.
We should start by gathering signatures ng mga against dito sa policy clearly explaining the issue and then let us elevate this sa courts.
58. Gary Eveling | June 29th, 2007 at 7:01 pm
clearly the amount of strong feeling regarding this issue is surprising everyone.
However much we complain on this web site it is still confined to cyber space.
Let`s all organise a bike rally ending up at the MMDA headquarters. This will show biker power is alive and well in the Philippines. Mount up and ride to show our solidarity.
59. warpath | June 29th, 2007 at 7:03 pm
yes set a venue to where we riders/bikers should go to sign and complete this …. MAKIBAKA WAG MAGPABABOY!!!
60. matt | June 29th, 2007 at 7:29 pm
In this country, all motorcyclists are treated as criminals outright. Mr. Fernando even prefers motorcyclists not to use helmets if he can have his way. This shows his utter lack of concern for the safety of riders. Palibhasa hindi siya nagamit ng motorcycle.
This only shows what kind of people we have in government.
61. liveandletdie | June 29th, 2007 at 10:31 pm
I WILL NOT BE SURPRISED IF MR. HERO FERNANDO WILL SOON FOLLOW-UP HIS
POLICY SAYING …” BAWAL NA ANG MOTORSIKLO SA LANSANGAN ” … ” DRIVE AT YOUR OWN RISK ”
jejejeje…what do you think guys?
62. Ren-Buzaiku | June 30th, 2007 at 3:17 am
WITH REGARDS TO THREAD #53: sang ayon ako sayo bro, wala kasi tayong magagawa kundi sumunod sa kanilang utos na kahit sila di nila magagawa, gawin nilang fair diba, like you said yung mga kotse eh pa glass etch nila sa likod yung plate number nila. buong likod sakupin nila, tapos gawin nalang nila kasing laki ng plaka ng chikot plaka natin, but syempre all of these must be MODELED by Mr.BAYANI, simulan sa sasakyan nya at ng mga kotong blue boys. Ride Safe To Us!
63. jojo | June 30th, 2007 at 8:07 am
64. VooDoo MoX | June 30th, 2007 at 8:43 am

65. qwerty | June 30th, 2007 at 9:29 am

66. ano? | June 30th, 2007 at 9:30 am
67. MMDA | June 30th, 2007 at 9:35 am
ANG SAYA-SAYA
68. freecobra66 | June 30th, 2007 at 10:16 am
69. pizza boy | June 30th, 2007 at 2:43 pm
70. trash | June 30th, 2007 at 3:07 pm
71. Nik Genotiva | June 30th, 2007 at 3:46 pm
Once again, the Philippine Local Government has proven that it only takes a bloody idiot (in short, an @$$h0Le) to manage things.
I so love to watch Mr. Fernando apply his proposed policy on himself on the streets of Manila and out on the highway, both as a rider and as a backrider wearing his “No Face Shield” helmet.
Not just for a day. But everyday from home to work, back again, until he experiences first-hand how it is to meet an unavoidable traffic accident without proper facial protection.
If Mr. Bayani Fernando crawls out of the accident scene with his face undamaged and his teeth still intact, then I’ll be glad to follow such ridiculously mediocre policy.
72. freecobra66 | June 30th, 2007 at 8:07 pm
Come to think of it.
PAG MAY HELMET KA NA WALANG PLATE NUMBER STICKER- CRIMINAL OFFENSE IMPOUNDED PA MOTOR MO HEAVY FINES PA!!
PAG WALA KA HELMET (YUN PA MAY BATAS ha na dapat mag-helmet) TRAFFIC VIOLATION KA LANG. RIDING MC W/O HELMET!!!!
ONLY IN THE PHILIPPINES!!!
73. magnus_13x | June 30th, 2007 at 8:41 pm
74. matt | June 30th, 2007 at 10:10 pm
Let us all be vigilant and fight for our rights.
75. m1kol | June 30th, 2007 at 11:14 pm
76. racepro | July 1st, 2007 at 10:27 am
why are we (mc riders)are always the one to suffer when crimes are being committed by criminals riding in a motorcycle?
mmda said that the one committing the crime will be much easier to trace its plate no bec. it can be easily seen. ans. do the criminals used their own mc when committing crime? they can easily change the no’s in their helmet just like changing the plate no. of their m.c.
what if your helmet was stolen? they can use it in committing crime then you will be also liable.
what if you have 3 bikes will you put all the no.’s there it will not fit so you will be charge as criminals.
before any laws should be passed they should make a study on what benefits it will have on our people
we put leaders in our goverment to serve the people not to serve them
ive always supported mr. fernando in his policies when he was assigned in mmda. but when he approved this mmda ordinance i have to think twice if this man really wise or as dumb as the other politicians
i’ve seen and heard on t.v. when bayani was being interviewed he said that any protest will be a form of anarchy what about the leaders that are not listening to the majority is’t a form of dictatorship?
let us all be heard and stop this kind of discrimination, just tell me when and where i will be there.
77. VIRAGO XV4 | July 1st, 2007 at 1:57 pm

81. jasmine gonzales | July 3rd, 2007 at 7:02 pm
82. paeng | July 4th, 2007 at 8:58 am

83. rollybee | July 5th, 2007 at 12:43 am
Law should be fair and apply to all; Car owners should be made to be identified also with plate nos. printed - say on their sunglasse, since cars are also being used (more than bikes) in comitting crimes.
84. trinoma | July 7th, 2007 at 10:47 am
tama ka paeng. why not arrest the crooks and criminals first in government. we are now number one most corrupt coutry in the whole world .
