Motorcycle Rider Profiling Continues

Upang maiwasang magamit ng sindikato ang mga motorsiklo sa anumang uri ng krimen, maghihigpit at kokontrolin na ng pamahalaang lungsod ng Makati ang bilang ng mga motorsiklong nagbibiyahe dito sa pamamagitan ng paglalagay ng stickers at control numbers sa mga dadaang sasakyan.

Kaugnay nito, inilunsad ng Makati Police ang “Project Clean Motorbike” para masubaybayan at malimitahan ang mga gumagamit ng motorsiklo.

Ang naturang hakbang ay inutos ni Makati City Jejomar C. Binay upang mapangalagaan at maprotektahan ang mga taga-Makati mula sa mga masasamang-loob na kadalasang gamit sa operasyon ay mga motorsiklo.

Sinabi ni Makati Police Chief Supt. Gilbert Cruz, ang mga enforcers ay inatasang mag-verify ng Certificates of Registration(CR) at Original Receipts (OR) ng mga motorbikes na pumapasok sa hurisdiksiyon ng Makati City bukod pa sa pagkuha ng litrato sa mga license plates ng mga ito at kakabitan ng stickers makaraang mainspeksiyon. Lalagyan din ng mga enforcers ng “NO CR/NO STICKER” ang mga motorbikes na walang kaukalang papeles at ang mga riders ay isasailalim sa imbestigasyon. Nakatakdang ipatupad ang programa ng Makati Police bukas Lunes Marso 26 sa lahat ng checkpoints sa lungsod.

For the benefit of those who don’t understand Tagalog, this basically says that the Makati Police can and will be verifying our OR’s and CR’s (nothing unusual about that) upon entry into their jurisdiction. This aside from taking photos of the motorbikes and the final totally idiotic idea of putting stickers on the bikes.

    The Makati Police Department (MPD) has launched “Project Clean Motorbike” to better monitor and regulate motorcycle users, following an order from Makati Mayor Jejomar C. Binay to intensify the campaign against crime in the city.

    Makati Police Chief Supt. Gilberto DC Cruz said under the project, police enforcers will place stickers with control numbers on motorcycles passing through Makati.

    Cruz said MPD enforcers will verify the Certificates of Registration (CR) and Original Receipts (OR) of motorbikes entering the city, as well as take photos of their license plates. The stickers will be placed on the vehicles after the motorists’ papers check out.

    Likewise “NO CR/OR, NO STICKER” will be attached to motorbikes of riders who fail to produce the proper papers. The riders will also be subjected to an investigation.

    “Through the project, we aim to curtail robbery holdup incidents committed by suspects riding in tandem. Likewise, we want to easily detect cases of stolen motorbikes,” Cruz said.

    All police checkpoints in Makati will implement the project. The project implementation will start on Monday, March 26.

    Under Binay’s leadership the city government has consistently supported the Makati Police to enhance its capabilities to maintain peace and order in the city, allocating budget for additional firearms, ammunition and bomb suits, among others.

    The city also provides other incentives. MPD personnel receive P2,500-3,000 monthly allowances, free oral care and free access to English Proficiency classes in the University of Makati .

    Through the city government’s support the Makati Police has registered a steady drop in crime rate in the city from 597 in 2004, 435 in 2005, to 430 last year.

    Conversely, its crime solution efficiency rose to 95 percent in 2006, compared to 94 and 93 percent in 2005 and 2004, respectively.

    “However, we should not be complacent when it comes to crime prevention and keeping peace and order. New operations such as this ‘Project Clean Motorbike’ will help ensure the safety and security of Makati,” Binay said.
