Please pardon my ignorance, balik bayan kasi ako at hindi ko alam kung saan kukunin itong ICC stciker. Saan po ba ang pinakamalapit sa SM north EDSA ako pwedeng pumunta para sa DTI sticker?

Life is a ride. Don't forget to stop and smell the coffee...
Never thought na magiging seryoso itong ICC issue na to.![]()
"No matter what marque you ride, it's all the same wind."
O kaya dyan nalang bumili at yong seller nalang ang magbigay ng sticker at the same time. Ano sa palagay nyo?

DTI ‘stops collection’ of fee, ICC label on helmets
MOUNTING complaints and criticisms against may have prompted Bohol Dept. of Trade and Industry (DTI) office to suspend the collection of fees on dispersal of Import Commodity Certification (ICC) stickers worth PhP 1.25 and processing fee of PhP100 for inspection of standard helmets.
DTI-Bohol said in its advisory issued Friday that it “is waiving the collection” of the aforesaid charges but only up September 30, 2012. “Based on the DTI Consumer Welfare and Business Regulatory Group (CWBRG)-Regional Operations Development Group (RODG) joint memorandum, the DTI regional offices are given the authority to refund fees collected since it started implementing Clause 5.4 of the Department of Transportation and Communication (DOTC)-Department of Trade and Industry (DTI) Joint Administrative Order No. 1:2011,” said the advisory posted in facebook account of this writer.
Using the protective head gear while driving a single motorcycle has been strictly enforced by the Land Transportation Office. But those helmets should have a prescribed ICC marker based on RA 10054, the Motorcycle Helmet Law.
A fine of P1,500 (first offense); PhP3,000 for 2nd offense; PhP5,000 for 3rd; and PhP10,000 plus confiscation of driver’s license in succeeding offenses will be slapped for failure to wear the protective helmet without ICC of Philippine Standard label while driving single motorcycle, the said law provides.
A fine of not less than PhP10,000 but not exceeding PhP20,000 is imposed against the sellers of the helmets that have no ICC marker.
In a check at its office last Friday, DTI personnel said that the distribution of the sticker is temporarily cancelled until new notice to be announced next week.
A lot of motorists Friday went to DTI office, bringing with them their helmets that bear no ICC mark and hoping it will pass the prescribed standard, but only to be told that sticker sale is suspended.
Lady Board Member Godofreda Tirol has brought to the attention to her colleagues the issue on helmet enforcement in an instant privilege speech during the end part of its regular session Friday.
The city government, for its part, is reportedly contemplating to take court action against the helmet law implementation until some kinks are ironed out. These loopholes include the question as to why the helmets are sold without being labeled ICC at the manufacturing level and the flooding of inexpensive and “pirated” or “smuggled” helmets in the province.
Both the provincial and city government are scheduled next week to tackle the issue of required helmet label issue next week.
The mounting complaints made the DTI the whipping agency since it conducted the registration of helmets that do not met the standard, particularly those without the Import Commodity Clearance (ICC) sticker. Single motorcycle helmet users said that they have been so burdened of the additional cost of the P100/sticker.
The Land Transportation Office (LTO) together with other agencies concerned will strictly enforce the said law starting next month But DTI regional director Aster Caberte reportedly quoted LTO director Raul Aguiluz that starting August 2012 LTO will roadside apprehend and “advice” motorists whose helmet do not have the bearing of registration and secure the necessary ICC sticker at the nearest DTI office.
She reportedly told the media in a press conference that helmet users should not blamed the agency (DTI) because it is just fairly implementing and following the provisions of the said law.
She added that she will act on the mounting feedback and proposal to lift the ICC sticker and she promised she’ll bring this to her superiors.
Caberte also said that DTI also acted and will continue to do so in the monitoring and apprehending helmet dealers trading helmet without the ICC mark on it. In fact, she said, that the agency has already apprehended at least three dealers in this city selling sub-standard helmets though she did not identify them.
