Ejaculation is defined as an abrupt discharge of fluid. and because it takes time for our organs to produce sperm cells and semen (semen is the fluid plus sperm cells, while sperm is only the cell itself). For example if a guy masturbates multiple times in a day, after the 7th or 8th time, he probably have already used up all the fluids stored in his organ thus, on his 9th or 10th time there will be no more fluid coming out so technically you can't call it ejaculation if there is no fluid coming out. So the answer is yes, you can have an orgasm without ejaculation.

For your second question, females do ejaculate but not all. Every individual is different, some can ejaculate small amounts of fluid (resulting to flow), some can ejaculate large amounts (squirt) and some can't. Females ejaculate through their "paraurethral duct" which is connected to the urethra (this is where urine comes out). Experts are still debating on what and where the fluids are being produced. Experiments throughout the years yields different results. The fluid from female ejaculation contains small amounts of urine, creatinine, PAP, PSA, Glucose, fructose etc.. Experts know that it happens and they also know whats in it but they just don't know where its coming from.

Perfect example yung answer sa 1st question. While it is true, said question was in the context of the so-called male multiple orgasms (w/c i'm dubious).
