    Useful LTO guidelines for MC and Cage Drivers / change color registration query

    i was looking everywhere in the net just to know the regulations / basis of traffic enforcers/LTO flying squads to apprehend MC with wrong color registration... (i hope somebody can post here or send me a PM if he have acquired one TIA) and i ended up reading this article... might be useful to us specially to newbies on MC and Cage....

    Knowing the violations might save you money and trouble. There are also some instances of wrong apprehensions, like the very popular 'driving without license' violation. Do not allow the apprehending officer to get away with this, when you really have a license but did not bring it, this would only mean a failure to carry a driver's license when operating motor vehicle with a fine of 150 pesos compared to 750 pesos for driving without license.Be calm and polite when confronted by a traffic officer. Shouting or yelling at them can also get you in trouble. There is a violation called "Arrogance or discourtesy towards a traffic officer" which will incur a 150 peso fine. If you are driving a car be sure to bring along with you your spare tire, as failure to do so will also result in a violation with a fine of 150 pesos. Bring along your early warning device or buy one if you don't have one yet. This will save you 100 bucks and another 300 pesos if your car needs a little roadside repairs.Last but not least, please do remember to fasten your safety belts or be ready to pay 300 or even a 1000 pesos fine. Don't forget that using your mobile phone, be it calling, answering a call, or texting is also a violation of the law unless you have a hands free kit installed. Texting is still not permitted even with the installation of a hands free kit since texting cannot be done hands free.
    Listed below are the traffic violations with corresponding penalties and subject of violation.

    A.     TOOLS AGAINST MMDA OFFICERS
    I just reached my limit last weekend, and decided to take action against the abusive MMDA enforcers. I basically called up the MMDA head office and inquired from the Personnel Officer, Antonio Pagulayan, to clarify their policies. Here is what I got:
    If any of these abuses seem familiar to you, Mr. Pagulayan has asked that you call either the MMDA hotline (136) or call the METRO BASE at 0920 9389861 or 0920 9389875 and ask for an Inspectorate. They will send inspectors to the place where these MMDA officers are extorting, even while you are arguing out of your apprehension. DO NOT JUST SURRENDER YOUR RIGHT AND PAY OFF THE MMDA TRAFFIC OFFICER, CHALLENGE (if you have sound basis of course) THE TRAFFIC CITATION:
    1. MMDA officers are not allowed to group together in order to apprehend. They are not even allowed to stand together in groups of 2 or more. The only time they are allowed to work together is for special operations (probably when they apprehend groups of buses for smoke belching).
    2. Swerving IS NOT a traffic violation. Moving one lane to the left or right is not swerving, no matter where on the road you do it. And it is even less of a violation when you do it with a signal. Swerving is defined as shifting 2 or more lanes very quickly. So you can argue your way out of this, and call the Metro Base for help.
    3. Sadly, using the yellow lane is a traffic violation and will get you a ticket. However, buses are really not allowed to go out of the yellow lane, so if you see selective apprehension of private cars only, you may complain.
    4. MMDA has confirmed that your license MAY NOT BE CONFISCATED at a traffic apprehension. The only time they can do so is if you are part of an accident, or it is your third violation and you have not settled your fines yet. They are only allowed to give you a ticket, which you can contest. He recommends actually receiving the ticket in some instances, so that you can report the officer who did it.
    5. Also, you are free to ask any of these officers for their "mission order", which is written by their supervisor. If they apprehend you for a violation that is not in their mission order for the day, you can report them and they will receive disciplinary action.



    suko na ko sa paghahanap... alam ko presyo ng change color... ano po ba ang batayan ng mga LTO para mag change color ang sasakyan / MC ? parts, color percentage ?

    Punta ka ng TMG/HPG para sa clearance tapos punta ka naman ng LTO para sa change ng records para sa color. Nakalimutan ko na kung magkano, pero wala pang 1000 sa HPG/TMG. Alamin mo muna kung saan ang mother file ng rehistro mo para doon ka din pupunta para sa clearance mo.

    In my case, sakop ako ng TMG/HPG sa may Domestic Airport sa Paranaque. May waiting period ng ilang araw po pala sa HPG/TMG para sa verification nila, so hindi mo ito matatapos ng isang araw lang. Isinabay ko na yung change of color sa renewal ng registration para isang gastusan na lang.

    Kung tinatanong mo naman ang violation kung mahuli ka na iba ang naka-indicate sa OR, paki basa na lang po itong link sa thread tungkol dito:

    EDITED: sir yung kung anong batayan po sa change color.. for example.. percentage / color of fenders / fairings(sa akin stock cbr dapat nakalagay eh white and black, nakalagay lang kasi eh black!)


    i mean sir kung sakaling stock black Honda CBR 150r ang motor mo tapos i-papa paint job mo to ganitong color....

    I think you are pushing it. If you color your bike that way, you would have an increased chance of arguing with traffic officers every time they inspect your documents. Better to have your registration changed to state the new color combination of your motorcycle.

    By the way, the penalty for not having your documents show the correct color is 500 pesos and your motorcycle would be impounded and subjected to impounding fees until which time your documents are updated. Would you still risk it? Mind you of the bad experiences by forumers here when they got their bikes back from the pound. Some of their bikes mysteriously added some kilometers on their odometer; some of their batteries went missing; some had scratches from the pound. Scary huh?

    My advice: Either stick to a safe color scheme or have your documents updated.

    Mukang lamang pa rin yun black sa new color scheme so baka papasa pa rin as black.

    Pero para sure ask na lang sa LTO office

    Yes, if you measure the surface area of the color black against the color white on the body excluding the frame and engine and mags and other "nonbody parts." But what if the apprehending officer chooses to have a debate and insists that the documents should indicate a combination of white and black colors? Even if you win the argument in the Traffic Adjudication Service office, your bike would still spend some time in the impound lot until the hearing has concluded.

    the thing sir is pagtinanong sa LTO syempre pera ang usapan talagang change color yun... well as we all see it as a co-forumer here i know na dominant ang black kesa sa white, the only thing is i do not have the hard copy to prove that i dont need to change the color registration of my MC... i asked few people working in LTO here, they did not saw the acutal MC but as for the picture as shown below.. She says... CHANGE COLOR...

    bihira naman daw ang nahuhuli sa change color since ang tinitingnan lang naman daw kadalasan eh date ng registration at plate number at name of owner if it coincides with the driver's license... lucky me if i wont get caught...
