Some while ago I posted how the Pasay cops who stopped me disputed the LTO list of fines and penalties I always carry, and said oh no we have our own set of penalties in PC (P2,000 for everything!)

I also mentioned that when I asked to see this "list" I was told it was not "available".

Later I emailed the LTO asking for an explanation. Simple: are the LTO fines applicable Metro-wide or can each "city" make up its own? No reply. Since then I have emailed the LTO THREE times and each time have been told my question has been referred to atty someone or other in their legal dept.

How difficult can it be to answer a simple question like that? Or is the answer something I'm not supposed to know?

What was that phrase GMA used about transparency in government agencies.....???
