The court says that the DPWH has the RIGHT to regulate access to the freeways.....

But WE, the citizen biker's bikers have all the right to use the freeways coz were TAXPAYERS too.....

So who takes precedence? The gov't agency created to SERVE the taxpayer, or the TAXPAYER?
