for the benefit of those who will secure PNP-HPG motor vehicle clearance certificate from the headquarters of MOTOR VEHICLE CLEARANCE OFFICE (MVCO) in camp crame please take note of the following.
PNP - HPG MOTOR VEHICLE CLEARANCE OFFICE - NEW LOCATION
for your information MVCO in camp crame is now located near the HPG impounding area, HPG headquarter and camp crame central gasoline station.
the clearance fee is Php 300 which you will pay in Landbank located in FED office building, releasing time of the certificate is 3 days. the HPG vehicle clearance certificate issued at Camp Crame can be use in any LTO district office throught out the philippines, but the one you will secure from HPG provincial or regional office can ONLY be use in that particular area of jurisdiction.
since i will have one of my scoot to have change of ownership and change of color at the same time, i ask the police officer if my scoot has three (3) color what will be the color i will declare in the affidavit, his answer just to make sure you can declare it MULTI COLOR. so in my affidavit i stated multi color (blue-red-orange)
the fee for change of color is Php 100, so if you will secure the HPG clearance both for change of ownership and change of color it will be total of Php 400.
for change of ownership the validity period is seven (7) working days, for change of color it is fifteen (15) working days from the date of issuance.
REQUIREMENTS:
for change of ownership
original and xerox copy of C.R.
original and xerox copy of O.R.
xerox copy of the deed of sale
xerox copy of seller I.D.'s
xerox copy of vendor and vendee community tax certificate (if available only as supporting document)
FEE: Php300
for change of color
original and xerox copy of C.R.
original and xerox copy of O.R.
xerox copy of Affidavit of Change color
xerox copy of owner community tax certificate (supporting only)
FEE: Php 100
the motor vehicle will be subject to MACRO ETCHING.
after 3 days the motor vehicle clearance certificate and macro etching certificate will be release. also to show gratitude you can give "pang merienda" whatever amount you wish to give for those who perform the stenciling job....

The big bike will not be on my name yet, since I will purchase it in Manila

mga sir ask ko lang after the pnp vehicle clearance. do we need to secure a lto clearance were the mc was originally registered? because a friend of mine told me. he was once made a change owner of his mc. but before he can renew ang change the ownership of the mc he bought. he was ask to secure a clearance from the lto were the mc was first registered. is it true? can anyone shed on this. thanks :)

i bought a scooter from davao when i was vacationing there, then i shipped it here in manila. the only documents that they require from me is the the OR/CR (showing them the original, leaving them a copy) and and a copy of the deed of sale. it cost me 2,500 pesos after they measured the scooter height and width. i think for a big bike it's 5k or more. it was sulpicio lines, it took a week.

ang siste kasi eh nakabili ako ng scoot in which ang sabi ng dealer eh wala pa daw PNP Clearance since bagong model daw sa kanila at matatagalan talaga pag-rehistro ng scoot kung wala ung PNP Clearance.

yes that is the PNP clearance required for new registration. but on the case of new unit ang dealer ang lalakad nito and as i understand they do it by BATCH kaya talagang magtatagal. hindi naman puede na ikaw ang lalakad kasi wala ka namang hawak na mga papeles except iyong invoice or receipt ng pinagbayaran mo. actually ang daming documentary requirements for new unit na dapat i provide ang dealer to secure PNP-HPG clearance.

nakupooow, samakatuwid pala eh matagal-tagal pa akong mag-hihintay ng rehistro/plaka nito. as per yesterday's advice from my dealer na baka next month pa ung PNP Clearance as in baka pa lang :pissed:

at that time, it was my Bro. who transacted the sale. and since unit was from his friend, it never crossed his mind that seller needed to give him a photcopy of his (seller's) ID and CTC and it was only the DOS that he asked fom the seller.
now i don't know where his friend is. i tried to locate him from the address on the CR but they left a long time ago and it's a different family who already lives there.
how do I now go about this?
what do i need in lieu of the "lacking" docs.

check mo muna if the documents in your hand will be sufficient enough kung notarized na iyong DOS it is much better. ikaw na lang bahalang dumiskarte duon sa police officer. actually iyong photocopy ng ID ay sa LTO hinahanap for transfer of ownership pero last time i attached it ng mag file ko ng HPG clearance as additional/supporting documents.
now kapag sa LTO may question sa signature ng seller(vendor) you can execute AFFIDAVIT OF WARRANTY to attest that the transaction and the signature of the seller are authentic.

much better if you can have at least two (2) valid ID ng seller this is also for you own protection as well as the one who will buy your bike just in case you will use that OPEN DEED OF SALE.... IMHO...

Nung tinitingnan ko ung pangalan sa dibdib nya walang nakalagay.Tinanong ko lang ung pangalan nagpanggit lang sya ng Officer delos reys daw. Paano ba un may plate naman ako pero di lang registered pero may sulat ako galing casa? Help naman po para sa susunod.

brod simple lang kapag expired ang registro mo at wala kang maipakitang current na OR na bayad na for 2009. HULI ka talaga...kahit na may letter pa iyong casa. dapat hindi mo muna ginamit kung hindi pa ayos iyong rehistro.

Sa Valenzuela P700 ang bayad sa clearance tapos 1 week, pag sinabi mo na 3 days lang tas P300 lang sabihin sayo punta ka ng krame dun ka paclearance, tapos sabihin sayo kung magbibigay ka ng P1,200 kuha mo within 10-20 mins :eek:, kelan kaya mababago ang mga bulok na sistema ng gobyerno

Pareho din pag sa malolos HPG ka kukuha may HIDDEN FEES without official receipt. kaya nga para sa akin mas makaka menos pa ako kung sa crame ako pupunta mas madali pa ang transaction.

UPDATES KO LANG ABOUT SECURING HPG CLEARANCE
this week i secure another HPG clearance on one of my bike for TRANSFER OF OWNERSHIP
FYG, pag pumasok kayo duon sa HPG-MOTOR VEHICLE CLEARANCE OFFICE (HPG - MVCO) ang STEP ONE dadaan ka duon sa DRIVE THRU WINDOW with your vehicle and the required documents for issuance of application form and order of payment.
Here is the list of the documentary requirements
1. Original Deed of Sale (Notarized)
2. LTO Original C.R. and O.R.
3. If vehicle is mortgaged submit cancellation of mortgage or assumption of mortgage , Original copy
4. If vehicle is acquired from company/corporation submit Secretary's Certificate, Original copy
5. If the sale was made thru a repsentative submit Special Power of Attorney, Original copy
6. If the transfer is being facilitated by another person not the owner or not with SPA, submit an affidavit authorizing another person to facilitate the transfer of ownership in his/her behalf
7. If MV was acquired from Insurance Company, Certification from Insurance company that subject MV was not declared total wrecked prior to sale
8. Physical inspection report, HPG
9. T.I.N. of VENDOR and VENDEE
NOTE: in order to be well prepare have your Original Documents PHOTOCOPIED (xerox) at least 2 copies each.
STEPS IN MV CLEARANCE APPLICATION
APPPLICANT >>>>> Receiving section for initial, processing/issuance of order of payment
>>>>>>> Payment to LANDBANK >>>>> Physical Inspection of Engine and Chassis

@ idol,
kahit na FOR RECORD CHECKING/VERIFICATION kailangan pa rin na dalhin iyong bike for MACRO-ETCHING and physical inspection. Duon sa MVCO office ng HPG sa camp crame mayroon duon TARPAULIN na nakalagay lahat ang mga requirements for every clearance transaction.

FYI, TMG was renamed HPG - Highway Patrol Group
No need if the CR/OR is under your name unless you will repaint your MC with other color, HPG clearance is LTO requirement.

Good am to all of you. Sir rjmvirgotaurus, if for example I bought a 2nd hand BB. I want to transfer the OR CR to my name. Ofcourse I need it HPG cleared. What if they say it's not cleared there is a problem ( considering I have the complete document needed ). The only problem I can see is if it's reported as stolen. Is there anyone who can add any reason why the bike can not be issued an HPG clearance? ( reminder I have a complete document needed for HPG clearance ). If it's reported as stolen and I have no knowledge about it. I just bought it because there is complete document, like the original OR CR. Will I be charged for any violation of law? IMHO, since in good faith naman ang pagkakabili mo considering the documents/papers presented to you by the seller which in your opinion are AUTHENTIC, probably it will depend on the result of their investigation if there is any legal violation on your part.
if you have contact sa HPG you better check first the status of the papers/documents in your possesion if there is any alarm on the bike and if the document you got are all authentic. honestly when it comes to Big bikes i have no experience yet on this issue.
BTW, you can also PM a fellow forumer HERCULES aka Martin he is very accomodating and a kind person. i am sure he can assist you and give you more inputs.

If for example the bike is reported as stolen or missing to the HPG, is it coordinated to the LTO? In this way if you try to register or renew the registration of the reported bike they will know that the motorcycle is stolen and they can arrest you immediately. Hoping for your response. TIA. I'm learning a lot.

Herc is a constant forumer but this tme he is on hibernating mode on joining discussion. FYI, he is a big biker who owns Yamaha R-1, as i understood he is knowlegeable with HPG and LTO transaction.
with regards to the question whether they can arrest you just in case the bike you bought is in the HOTLIST of HPG and LTO there is a probable cause to arrest you since this bike is a hot item or carnaped vehicle. i am sure that HPG will coordinate this with LTO unless otherwise that their computer system is not that sophisticated to verify every transaction with LTO.
have you tried LTO text 2600 to check if the MC of yours has no ALARM with LTO.

Thanks for the reply sir rjmvirgotaurus. The registration was renewed this January 2010. The guy I know who took care of the renewal for my bike did not say anything so I assume everything is okay. I just want to double check everything. I'll try LTO text and will let you know of the outcome. Thanks again!

definitely you had to present the Mc for stenceling and macro etching, it is okay that you had already change the color but make sure you had all the required documents for change of color especially the affidavit of change color. Pls check the thread the answer is already here for the fees.

LTO CONFIRMATION means the confrimation from the LTO district office that your bike has duly registered and the MV file was with them. that's why when you will transfer your newly bought Mc under your name and you will register it to another LTO District Office not the original LTO district office wherein you will register your MC. then you have to get a request from the LTO district office where you want to registered your MC address to the LTO district ofice the bike was originally registered. Get this FIRST before the HPG clearance since HPG clearance is only valid for seven (7) working days.
in my case my MC was originally registered in Dagupan City and i have to register it under my name at San Rafael, Bulacan LTO District office. for faster transaction i have to go directly to dagupan to get the LTO Confirmation. As i understand through the LTO district office you want to register your bike they can also arrange for this transaction with some fees.
