View Full Version : Arroyo Visit to QC LTO
The Growler June 10th, 2003, 06:47 PM Did you read about Madam President's unannounced visit to the LTO to find most of the employees had skived off early? How she lost her temper an berated everyone including the head honcho, who had to be called back in, according to the papers, and kept her waiting for an hour.
I would have loved to be a fly on the wall!
Imagine, you're the guy i/c a major government agency, and you snuck off early as you often do for a few cold ones with the boys. Next thing you know your secretary is on the phone going frantic and telling you the President is in your office asking why the hell you're not in your office in working hours.
Stopping only for a change of underwear and some breath freshener, you sweat your way through the traffic back to the office only to have a very pissed off Gloria herself chew you out! Not only that, it's front page news next day on how you kept the President waiting!
When I was in management this was the kind of thing we would refer to as "CLB" -- Career-Limiting Behaviour.
Unfortunately, however entertaining these things are, they aren't really good management practice and they don't change much over the long term. But entertainment value, absolutely!

abet June 10th, 2003, 10:03 PM They call that " MORO-MORO" . I even saw an excerpt on the news how GMA castigated Lastimoso saying she had sent her spies to the LTO office before she went there.
Wing 1 June 10th, 2003, 10:17 PM Ohhh, indeed my prayers have been answered.:) I always complain about the slacking-off of LTO employees. Imagine, waiting in line for endless hours. If things went faster, we could've just used the time to spend some saddle time with our beloved bikes.
I loved the part wherein President Gloria asked an old lady if she had any complaints. The lady answered, "kung lalagyan mo ng pera ang papeles mo, tatakbo yan. Kung wala kang pera, di gagalaw yan."......or something close to that statement. :D
I wish GMA will visit the LTO Cabuyao branch here in Laguna. Sooobrang bagal. It takes almost a year to get the "hard copy" of your license..:rolleyes:

dapat daw kasi bayaran mo yung "processing fee" para makuha mo yung "hard copy" ng lisensya mo. mahirap daw kasi gumalaw; mabigat yung pwet nila. :D
i sure hope na hindi nga "moro-moro" yan. :rolleyes: hay! pagnagkataon siguro, parang yung old pinoy war movies. makikitang babagsak sa gyera yung mga sundalo pero pagnakatingin ka run sa gilid ng screen, makikita mo tatayo ulit yung mga sundalo para lumusob (he-he-he! kulang daw sa mga aktors e. :D ). huwag naman sana for show lang.

jeff_o June 10th, 2003, 10:58 PM it's about time working attitude of gov. employees be corrected. i hope Pres. Arroyo's visit to LTO will serve as a warning to all other gov. offices. good thing the EWD issue was held. otherwise corrupt ppl in LTO would make a big business outta selling EWDs.
mctown June 11th, 2003, 10:24 AM If she runs for another term, I'll vote for her! I guess it ain't a show, she has done "soaping" top government officials before. Remember NAIA and another incident in Batangas (I forgot the agency's name but its something to do with rice hoarding)? :D

The Growler June 11th, 2003, 10:50 AM Yes, I'm damned annoyed about these EWD's. I have always tried to follow the law and have carried a regular EWD in all my vehicles since I arrived here in 1994, as required by the Traffic Rules and Regulations.
Last week I registered my truck. You have to buy an EWD sare. I've got one, it's here, look. No it has to be an approved one sare, P490. Show me. LTO EWD is produced. I produce my EWD. If there is any difference whatsoever the only thing I can think of is mine is older than his. Otherwise they are identical.
Look mate your stupid approved one is exactly the same as mine, why the hell should I have to buy a piece of over-priced junk from you when I'm already observing the law and have done for years? Why penalise me when at least 90% of those other vehicles out there don't have an EWD of any kind? Go after them not me.
(as you can tell) Big G is starting to get pissed by now. You have to buy this one, it's a new regulation, it has an LTO number on it.
(Big G by now instantly smells "money"). So how come you're charging me P485 for a piece of crap I can buy in ACE Hardware for under P200. You're a bunch of thieves cheats and crooks and I just wonder which official's brother in the LTO has the contract for supplying all these EWD's. I'd like to know who he is. (you can see I've been here so long I now think like a Pinoy and smell the proverbial rat when a gov't official asks for money).
As the Australians would say this is a scam and it stands out like a dog's balls.
But sare the price covers administrative costs of the scheme. Yes I bet it does. A nice little earner for somebody.
In the end I did the only thing left open to me and levered open my wallet for a "consideration". As is so often the case I won the battle but lost the war. I don't want to spend the rest of my life trying to bludgeon logic into the system via some poor little underpaid s**t-kicker in the LTO who's only carrying out instructions anyway, so I did what everyone else does and fed the system. That of course is how the "system" survives.
Maybe now Ate Gloria has rescinded the requirement to buy the LTO's overpriced EWD those who have been conned by this scheme can get their money back under some complaint system? Oops now I'm thinking like an Englishman again.

blackbandit June 11th, 2003, 05:13 PM Concerning this LTO problem, I have a question for all of you. My problem is that last april 28, I purchased a brand new kymco scooter from a dealer in QC. This dealer registered it with the LTO in P Tuazon, I was told to wait for the papers and the plate. Around Middle of May, I got the photocopies of my registration and OR, but no plate no. was typed since I was told,
" wala pa raw plaka and LTO". Until now, I still do not have my license plates and am getting nervous using my scooter since it only has a notice stating " registered no plate available" instead of a regular license plate. I inquired from the dealer and was told that their Feb. customers do not have license plates until now. I called up the LTO & was told to keep waiting. So question is : How long should I wait? 8 months ? Any of you guys have the same problem? any solutions?

She should visit the Cainta office too. I applied for restriction 1 last January and they gave me a temp license that would expire this month. I came back there last week and the guy at the booth took one look at my temp license and stamped something(unreadable) and wrote something (unreadable). the only part i hope i understood right was that i have to go back around august. the dumb ass didn't even look up my name/# on their list & stamped the thing in there. wat a maroon.:rolleyes:

Bro, my license was renewed last November 02. It is now June 03 and after 2 extensions I still dont have the "card type" license. :?

Same here, bro. I bought my bike November last year. I waited for three months just to get my registration (no plates yet). For three damn months, I did my best to avoid these corrupt highway patrol men from Imus, Cavite, Tagaytay, and Santa Rosa. Everytime they caught me, I reasoned out that the LTO goons are slacking-off. Therefore it wasn't my fault if my bike still had no registration.
Geeez! I had no fighting chance since I still had no registration during that time. Yes, I have my license with restrictions 1 & 2, but with no registration for my bike. There were times when I was forced to take the cage of my dad (oy! nagpaalam ako :D)
This is now the month of June. A total of seven months and I still don't have my plate. :rolleyes: Sabi sakin naubos daw ang plates ng LTO dahil biglang nag "boom" and motorcycling. Dumami daw bigla mga rider. At least we're growing in numbers. :) Hopefully, most of them wear helmets.
I don't have a solution to this problem, unfortunately. By any chance, is there a way to speed up the process of acquiring our plate numbers? :)
I guess we'll just have to wait, bro. Its ok not have plates just as long as we have our license and registration. Walang masabi sakin mga patrol men ngayon..=b

that's because they just look at the date you applied and they would see from there if your card is already with them or not...
hubris June 12th, 2003, 03:08 PM i was also thinking that, but while trying to cool down (eating sorbetes) outside the lto before riding again, another biker who was parked beside me came out and was examining his new license card. I asked how many extensions he had to go through before he got his card and he said none, it was the first time that he came back for it. He said "swerte swerte lang". Goood for him but that kept me wondering though. good thing sarap yung sorbetes. :*

If she permanently deleted the PPA ... I'd praise her mush as a saviour .... my business is a computer shop and am sure it'll be a great help for that reason ... a great great help. I wonder what happened to what she said before .... that she'll be working onto it ..... i think natabunan na ng ibang trabaho ... poor people who depend on eletricity..... tsk tsk tsk.

sir pasensya ka na po. series kasi yun e. baka nauna talaga yung series niya o baka di kagad niya binalikan. don't get me wrong though, i'm not from the LTO. indeed, it's true, that a lot of things in the philippines are "behind", but we also need to understand that the philippines is still an infant state, country or republic if you will compared to our western allies. we are only 105 years old yesterday. compare it to the US who is about 500+ years old, we have a long way to go to fine tune our system... :rolleyes:
don't lose hope... if we are so down, then there's no way to go but up....:C

Read it in the news... That's what I call balding out! Hmm, it takes the presence of the President herself to correct scalawags in public service! She needs to do her rounds in government offices more often than her state visits abroad ...:)
