View Full Version : A blog against the new laws presented by the LTO...
click_me July 31st, 2008, 06:38 AM Calling all bikers, organizations, groups and clubs...
Hey guys, I made a blog about the recent movements and policies about the new rules and regulations set out by the LTO that discriminates us riders...
We have a plan to promote this blog to the public as soon as we gather enough comments and support on it...
Right now, we need people to air their concerns and opinions before we present the blog to several TV and radio shows for review...
Please keep your comments on the blog as civil as possible so we don't have to edit it out before we go ahead with the plan...
Hoping for your full support on this endevour...
Thank you!
Jobert Bolanos

click_me August 9th, 2008, 06:49 AM It has come to my attention that people are using my blog and linking it to a lot of places... I do not mind this really as people will see the blog and see the person who owns it... It makes me happy that the purpose and motives of this blog are being acknowledged and noticed by it's readers...
What I do mind is that people have come and copied my blog entries and is posting it as if they wrote it...
This shouldn't be an issue but, I somewhat feel insulted by this... I may be just being overly sensitive and all that... Am I not supposed to feel bothered by this?
I just wish that people who are taking credit for the stuff I write are having the satisfaction out of stealing the work of other people...
Thank you and good day!

A LETTER OF APPEAL TO THE OFFICIALS OF LTO
With the growing cost of oil and living expenses in the Philippines, a lot of our fellow countrymen have looked for cheaper ways of getting to work.
A good percentage of our people still look towards public transportation. However, with the growing number of people in the country, having to ply through thousands and thousands of people each day just to get from their homes to their work place is an exhausting experience. And once more, the travel from work to their homes drains the last remainder of energy they have to provide quality time for their families.
Now, with the increase of gasoline prices, a lot of our vehicle owners are looking for alternative means of transportation.
Over the past few years, the motorcycle population has grown and has given a lot of businesses and manufacturers a source of income on motorcycle sales, parts, accessories and services. This gave a lot of Filipino workers a lot of jobs in the manufacturing plants, distributors and retail stores for motorcycles and accessory shops.
A certain issue regarding a new guideline was passed by the LTO has rocked the motorcycle riding community recently. This is the new guideline known as the ADMINISTRATIVE ORDER NO. AHS-2008-015. Indicating the proper attire and gear for all motorcycle users and regulating/prohibiting modifications on motorcycles.
While we are supportive of this new guideline and its objective to promote and enforce safety in riding, we the member-riders from different clubs/organizations and individuals are appealing to temporarily suspend the implementation of the said guideline for the following reasons.
1.) Some of the provisions from the guidelines must be amended due to its vagueness and lack of detailed scope. (e.g. Section VI “Any modification of the original standard design of a motorcycle or scooter shall first be subject to the approval of LTO and the DTI.”).We also believe that the provision on proper wearing of gears needs clarification.
2.) Lack of Public consultation, particularly from the rider’s community.
3.) Lack of public information regarding the guidelines which created massive confusion and panic among the riders, which also resulted to indiscriminate apprehensions by the enforcers (PNP, LTO, MMDA and Local Enforcers).
While the proposed temporary suspension is in effect, we are also proposing that LTO should conduct a public consultation with the concerned riders in aid of improving the guidelines. This will help us formulate laws that are effective and not prejudicial to the rights of the motorcycle riding public.
We are hoping for your urgent response to this matter for the welfare of the motorcycle riding public.

click_me August 11th, 2008, 09:02 PM Kindly read and help us gather what we need...
Fellow brothers...
Kindly gather the members who have experienced any of the harrassments by the apprehending officers based on the modification law of the new AO passed by the LTO...
I need the sworn statements of these people by the end of day tomorrow...
If we cannot carry enough of these statements, we will have a hard time defending ourselves with the LTO...
Thank you for your cooperation!

click_me August 18th, 2008, 09:03 AM Good day to all!
I would like to make a correction on one of my blog entries recently...
I would like to make a correction on one of my previous statements regarding the appointed spearhead on the Technical Working Group that will attend the Workshop of the LTO...
We are not being spearheaded by the MSF nor by MCPF, instead we are being lead by Mr. Jake Swann on the workshop... He is the person who was appointed by the LTO during the meeting last August 13, 2008...
I apologize for the mis-information on this...
Thank you!
hotruss August 18th, 2008, 11:58 AM The right kind of guy for the right kind of job. I think this is the only piece of good news that came out of that meeting.
We are not being spearheaded by the MSF nor by MCPF, instead we are being lead by Mr. Jake Swann on the workshop... He is the person who was appointed by the LTO during the meeting last August 13, 2008...
Now that they addmitted they (LTO) made mistakes with the AO, what kind of punishment can the Filipinos hand down to these idiots?
bikermerc August 18th, 2008, 12:15 PM Sir Click, does this mean that the the new GUIDELINES cannot be implemented until it is revised? Will these traffic officers still give us tickets for violatons under the guidelines?
I'm confused...if they know it's flawed, why is it still being implemented?
SonnyWave100 August 18th, 2008, 12:23 PM A LETTER OF APPEAL TO THE OFFICIALS OF LTO Ang haba kasi kaya tinanggal ko na yung iba.
Anyways, the letter is good but it needs some improvement.
1. While we are supportive of this new guideline and its objective to promote and enforce safety in riding, we the member-riders from different clubs/organizations and individuals are appealing to temporarily suspend the implementation of the said guideline for the following reasons.
Here, we should say that we oppose the said AO since everything that it contains except for the modification section, is existing and being implemented, a law cannot be duplicated in another law for it will only give the people confusion, the best way is to amend an existing one. We don't need any compromise. What we need is equal treatment.

joel21 August 19th, 2008, 04:49 PM Kudos to you guys!:clap::clap:

Kinuha ko nga number ni sir jobert para just in case may sumita sa mod ng bike ko e submit ko agad sa kanya yung ticket. Dami ko pa naman nadadaanan crocks in the streets from guiguinto to commonwealth and vice versa..
More Power! :clap::clap:
hammerhead August 19th, 2008, 05:02 PM It is never in the nature of Government to suspend or even water down administrative issuances in response to public pressure. If the LTO is offering a workshop to supposedly do such a thing, this is likely because the LTO sees this as a golden opportunity to acquire information to protect and uphold the existing AO from any formal legal challenge that any private citizen or group may eventually raise against it.
The workshop motorcyclist-participants will undoubtedly be used as unwitting pawns to provide the LTO with more excuses to implicitly label motorcyclists as a danger and nuisance to other road users and society as a whole. The two most likely results of the workshop are as follows: (1) no change to the existing AO or (2) a supplementary AO to the existing one which provides for even more stringent regulations against motorcyclists. As I see it, more stringent regulations may even be in the professional/business interests of some of the motorcyclist-participants.
It is unfortunate that the motorcycling community does not realize its own strength in this matter and would rather pursue a strategy of appeasement towards the schoolyard bully that is the LTO.

Sir Hammerhead,
I certainly hope you are not right in this case. As the alternative you are suggesting is a call for "all -out- war" or the very least "retaliatory" ? Pls. correct me if I am wrong...

oo nga naman sir... pero sana naman ang mga aatend ng workshops eh yung mga may alam talaga sa underbones and scooters and not the ones that own expensive liter bikes para may totoong reference dahil for sure pag sila ang nasa workshop ay siguradong discriminatory ito...

Thank you sir Hammerhead...
We were actually wondering where you are...
We are actually aware of this and we are actually prepared to take immediate action when the workshop turns sour...
The people involved in the workshop has been briefed of the possibilities that this workshop may have am opposite purpose than it actually shows... Although we do not want to talk about it primarily to keep everybody calm for the moment... But since you've mentioned it already, I guess it's better to talk about it...
To be completely honest about this, an ex-clubmate of mine from MIB gave me tips on the laws surrounding AO's and RA's... There might still be a chance that there is a pretty big hole in the AO that we investigating now... And if that hole proves to be existent, there is a huge chance that we will take it and bring this whole issue down...
Although we are not sure of this, we are still opting to give the LTO the benefit of the doubt on the workshop... And again, if things go sour, we move to plan B...
And just to be extra sure that this AO doesn't slip through us, we still have plan C, D and E...
But we wish to thank you for the info you just shared...
Anyway, is there a way we can sit down sometime? I'd really love to get a chance to speak to you about this issue some more...
Thanks!

Sir,
I have been an underbone user since 2000... Although I started on a big bike, I slowly moved to scooters then to underbones... My current motorcycle is actually a Nouvo and the majority of our interim officers are sub 400, if not underbone users...
So don't worry about it...
