A candidate for barangay kagawad (village councilor) in Bulacan province was hurt in a shooting incident on Tuesday perpetrated by two unidentified suspects.
Police identified the candidate as Martin Gumafelix, 40, who was shot at Sitio Pasong Kasay in Barangay (village) San Vicente in Sta. Maria town.
The incident happened about 1:30 p.m. while Gumafelix was in the company of a certain Jobel Veloso. Veloso also sustained gunshot wounds.
Both are now being treated in two different hospitals in Bulacan.
Police said the suspects, who were aboard a motorcycle, were able to escape.
Investigators are still trying to determine if the incident is politically motivated.
On Monday, the country will hold the nationwide barangay and Sangguniang Kabataan elections.

An international media watchdog called on the Philippine government Friday to act on the shooting and near-murder of two volunteer radio announcers in Digos City Thursday.
The International Federation of Journalists (IFJ) voiced shock over the shooting of Marlan Malnegro and Ruben Oliverio, who had just finished their morning program when they were shot.
"This fresh attack reflects the worsening situation for journalists in the Philippines ... More effective measures need to be implemented to protect the safety of journalists in order to achieve true freedom of the press in the Philippines," IFJ Asia-Pacific Director Jacqueline Park said in a statement on the IFJ website.
Citing data from the National Union of Journalists of the Philippines (NUJP), Park said Malnegro and Oliverio had just finished their morning program and were riding tandem on a motorcycle when the attack took place.
Two unidentified men riding a motorcycle opened fire on them at 8:45 a.m. The gunman tried to fire a second time at the announcers but the gun jammed.
Park said it is high time Philippine authorities send a strong message to those who attack journalists "that their actions will not be tolerated and will have serious consequences."
She also noted three journalists have been killed so far this year in the Philippines, the latest of whom was newspaper and radio reporter Arnel Manalo.
Manalo was shot dead in Batangas last July 31.
Earlier this year, controversial political radio commentator Rogelio Mariano was killed after completing a broadcast over Radyo Natin.
"The IFJ supports its affiliate the NUJP in its call for the international human rights community to express their condemnation of attacks against journalists in the Philippines and to ensure that those responsible are brought to justice," Park said.

A couple’s trip to Quezon province to spend the Christmas holidays turned tragic after a pickup hit their motorcycle in Muntinlupa City Monday morning.
Radio dzBB reported that the victims, initially identified as Manuel Pondevida and his wife Rose, were thrown 200 meters after a Toyota Hilux pickup (XES-909) hit them.
Manuel was killed on the spot while Rose is now fighting for her life at the intensive care unit of the Muntinlupa Medical Center.
Rose suffered a broken hip and arm, while her left knee was crushed. Doctors had to remove her colon due to blood clots, the report said.
Initial investigation showed the pickup, driven by Donald Mijares, had just overtaken another vehicle when it hit the motorcycle driven by Manuel.
Mijares, a teller of the Philippine National Construction Co. (PNCC), surrendered to police immediately after the accident and has been charged with reckless imprudence resulting to homicide, multiple physical injury, and damage to property. - GMANews.TV

BUTUAN CITY - A municipal councilor of Tagbina, Surigao del Sur was hurt after figuring in a freak accident along the National Highway in Barangay Poblacion, Sunday afternoon, a belated police report said.
Tagbina town is about 150 kilometers away from Butuan City, Caraga’s regional center.
Police said Municipal Councilor Florentino Ramas was driving his single motorcycle (MT 8513) when it accidentally bumped the rear portion of another motorcycle (YD 9590) driven by a one Apolonio Vasquez Llanos, a resident of Sitio Cacawan, Cambatong village in Hinatuan town.
Ramas sustained injuries as he was thrown off his motorcycle upon impact. Llanos was unhurt. The local politician is currently confined at the Butuan Doctors Hospital.
Initial police investigation said Ramas failed to see motorcycle being driven by Llanos, and it was already too late when he applied the breaks on his own motorcycle. - Alvin Guanzon, GMANews.TV

Police said a medical inspection of Villarosa also showed he was drunk when he pulled off the stunt.

When they demanded to see his license, he turned out to have no driver’s license. Police tried to arrest him but he tried to resist. He was eventually subdued.

An impostor presented himself as an agent of the National Bureau of Investigation to no less than the chief of the agency he has been misrepresenting.
Emilar Santos of Lot 6 Block 16, Phase 2, Marycris Homes in Imus, Cavite is facing charges for violations of Article 177 (usurpation of authority) Article 179 (illegal use of uniform or insignia) and Article 173 (falsification by private individuals and use of falsified documents) of the Revised Penal Code for posing as an NBI agent.
NBI Director Nestor Mantaring and his close-in aides chanced upon Santos wearing a sweatshirt with the marking “NBI Anti-Organized Crime Division" while on a motorcycle traversing Quezon boulevard in Quiapo, Manila.
When accosted at the corner of Dimasalang and Forbes Streets in Sampaloc district, Santos introduced himself as an operative, and showed an identification card and a badge which turned out to be fake.
He was immediately taken to the NBI headquarters on Taft avenue for further investigation. Several fake IDs were also found in Santos’s possession, including two driver’s licenses from the Land Transportation Office, two reservist IDs from the Armed Forces of the Philippines, a Malacanang Oplan 101 Kill Droga ID, Serbisyo Mina ng Pangulong Gloria Macapagal Arroyo ID, a PNP-Western Police District SWAT ID and a restricted radiotelephone operator’s certificate land mobile ID from the National Telecommunications Commission. - GMANews.TV

Money trader loses $5,000 to motorcycle-riding thieves

MANILA, Philippines -- A manager of a money transfer branch in Manila who had just withdrawn money from a bank was robbed of $5,000 by four motorcycle-riding men Wednesday afternoon in Sta. Mesa.
Analiza Armada, branch head of Western Union Old Sta. Mesa branch, told Manila Police District Theft and Robbery Division that the incident happened around 3:30 p.m. at the corner of Escoda and Santos Streets, Sta. Mesa.
The victim, on board a motorcycle driven by one Romeo Collado, had just withdrawn money from Banco de Oro Araneta Avenue branch in Quezon City and was on her way to the office when the assailants, riding in tandem on two motorcycles and armed with guns, blocked their path and announced the heist.
One of the assailants forcibly took from the victim the envelope containing the money before they fled toward Quezon City.
Earlier that day, two motorcycle-riding robbers also held up two businesswomen of almost P200,000 worth of cash and jewelries.
Victims Maria Luznel, 51, and Elizabeth Canson, told Manila policemen that they were on board Toyota RAV 4 when two unidentified men riding in tandem on a motorcycle without plate number blocked their path in Sampaloc, Manila.
The robbers fired shots toward the driver's seat before they took the money and fled with the loot, police said.

Manila traffic cops get refresher course on good manners

Manila Mayor Alfredo Lim said yesterday traffic enforcers manning major roads and streets in the city have started undergoing a refresher course on good manners and right conduct.
He admitted that the objective of the seminar is to temper what usually ends up as heated arguments between motorists and traffic enforcers over traffic rule violations.
He stressed that the priority of traffic enforcers should not be in issuing traffic citation tickets but to manage traffic.
The seminars are conducted every month, with trainors from the Philippine National Police giving tips on how traffic management should be done properly.
City Administrator Jesus Mari Marzan said the participating traffic enforcers are briefed on the functions and priorities of traffic management.
“They are taught that when they stop a motorist for a traffic violation, they should not have the driver get out of the car. They should approach the vehicle and respectfully state the violation,” he said.
Lim said the retraining of traffic enforcers aims to put an end to the culture of “lagay” or bribery among traffic enforcers.
“Many traffic enforcers stop motorists, then ask for bribes so they would not issue a ticket. We will end this wrongdoing,” he said.
The Manila City government is also set to adopt a comprehensive plan to eliminate the collection of exorbitant parking fees in the city.

The Metropolitan Manila Development Authority (MMDA) is not in favor of the proposal prohibiting motorcycles along major thoroughfares and national roads, but has no intentions also to provide exclusive lanes for motorcycles.
According to MMDA chair Bayani Fernando, motorcycle owners have the right to use all the existing roads because like cars and other types of vehicles, they are registered at the Land Transportation Office and paying due taxes.
But at the same time, he said, it is not possible to give motorcycles an exclusive lane along major thoroughfares and national highways because the roads are already congested and taking out one lane would result in traffic chaos.
"I don't think it's fair to ban motorcycles from major roads as well as give them exclusive lane. What is needed is for the riders to follow the road rules in order to prevent accidents," Fernando said in an interview.
There are two proposed bills at the House of Representatives concerning motorcycle riders: one is House Bill 3145, or the segregated Cycle Lanes Act of 2007 authored by Rep. Marcelino Teodoro of Marikina City and the other is Rep. Narciso Santiago's House Bill 3080.
Both bills are aimed at preventing road accidents, particularly those involving motorcycles.
In a recent report released by the MMDA, it showed that motorcycles have the highest fatality accident rate with 122 motorcycles or 23.6 percent of the total fatal accidents.
According to Fernando, motorcycle riders must consider themselves as one vehicle and use a lane that matches their speed.
"If they are slow they must use the outer lanes and the inner lane for fast moving motorcycles," he said, adding that motorcycles must not exceed 50 kilometers per hour. - GMANews.TV

At least three armed men on motorcycles hijacked a 10-wheeler tanker truck carrying some P700,000 worth of crude oil in Bataan province, radio dzRH reported Tuesday morning.
The report cited initial police information saying the incident took place along the Roman Superhighway in St. Francis II village, Limay town in Bataan.
Rogelio Licay, 31, the driver of the red "Genesis" tanker with plate number AEN-414, said he was on his way to the company’s oil depot from the Bataan refinery when the hijacking took place.
He said he was delivering some 20,000 liters of crude oil at the time.
Police are trying to get leads to identify the hijackers, who wore ski masks and were armed with handguns.
Initial investigation showed two of the men aboard a black motorcycle blocked his path. When he stopped, one of the men poked his firearm at him and took his license.
A second man climbed the truck and forced Licay to get off, then took the driver's seat. A third suspect on motorcycle "escorted" the hijacked truck while they escaped from the area. - GMANews.TV

A dancing event in Pangasinan province ended in chaos after a gunman shot dead a suspected drug dealer who was watching the proceedings, dzRH radio reported Wednesday.
The report identified the victim as Reynaldo Jacob, 29, who was watching the dance at San Jose village in Binalonan town when he was shot at 12:15 a.m. Tuesday.
Police cited witnesses who initially described the gunman as wearing a ski mask and a black jacket. They said the man approached Jacob before casually firing at him.
Witnesses said the man then ran towards an accomplice waiting aboard a motorcycle.
Jacob was rushed to the Sacred Heart Hospital in Urdaneta City but he succumbed to his injuries a few minutes after being wheeled into the emergency room.
Investigators said they are looking into reports that the motive stemmed from Jacob's alleged involvement in the local drug trade.
Binalonan is a third-class town with a population of 48,967 people in 10,184 households. - GMANews.TV

BMW Owners Society of Saferiders (BOSS) Iron man Challenge Arnold "Wild Man" Aquino proved once again that he is one of the country's top extreme adventure riders.
Riding his trusted KTM 525 EXC Enduro motocross bike, Aquino negotiated 1,200 kilometers around northern Luzon in almost 18 hours and 47 minutes non-stop to complete the BOSS Iron man Challenge recently, the organizers said in a statement Saturday.
The back-breaking endurance race that brought the participants from Quezon City, via NLEX, to Sta. Rita, Plaridel, Cabanatuan, Bayombong, Ilagan, Tuguegarao, all the way to Pagudpud, Laoag, Vigan, San Fernando, up to Baguio and down to Clark in Angeles City, surely brought out the best in Aquino.
And Aquino did it despite using a dual sport Enduro bike against close to 90 sports and touring big bikes.
"I'm basically an Enduro off-road rider but I was instantly tempted by the idea of riding almost non-stop for 1,200 kilometers when I learned about it only five days before the challenge," explained Aquino when asked why he joined the event dominated by big displacement bikes.
Asked about the endurance challenge itself, Aquino said: "My biggest problem was the bikes' low wattage headlights. I was literally running blind in the dark but I readily solved it by tailgating some riders going the same pace as I was."
Aquino also remedied his scratched helmet visor that diffuses light by opening it most of the time during the 1,200-km run. "I was also running semi-knobby tires, which started to fall off, by the chunks, somewhere near Laoag, causing some more imbalance and thus vibration," he explained.
"I also have to gas up more often, losing time, because of a small 13-liter gas tank."
Aquino also had to improvise by borrowing a blinker form fellow adventure rider JT Gonzales in the Baguio stage.
Among the notable finishers in the race were Joey Almeda, Rey Relatiivo and Reghis Romero of Club 2000. - GMANews.TV

Unidentified motorcycle-riding men shot dead a policeman in Pasig City, while he was driving on his way to work early Monday morning.
Radio dzBB reported that the incident took place shortly before 7 a.m. at M. Flores Street near C-5, in Bagong Ilog village in Pasig City.
Pasig police initially identified the victim as PO2 Roland Faraon, formerly assigned to the Pasig City police tactical operations center but recently transferred to Bicutan.
Faraon was driving his Mitsubishi Lancer GLX to work when the incident occurred.
Initial investigation showed two men, wearing ski masks and black jackets and riding in tandem on a motorcycle, trailed Faraon's car and shot him, hitting him in the back.
Faraon lost control of the Lancer and hit a white FX taxi driven by Manuel Reboyo.
He tried to draw his service firearm but the two men approached him and shot him again, killing him.
Reboyo said he heard successive gunshots and screams, but ducked to avoid being shot.
Investigators led by PO3 Rogelio Baltazar initially recovered three cal-.45 shells from the crime scene. - GMANews.TV

At least two motorcycle-riding men made off with some P100,000 in a brazen daylight payroll robbery in Novaliches, Quezon City Monday morning.

Initial reports showed the victims - initially identified as Randy Lastimoso, and security guard Aldrin de Leon - are employed in a lending firm.
The victims were aboard a Nissan Frontier pickup and cruising along Quirino Highway when the suspects, riding aboard a red SYM-type motorcycle, blocked their path.

Two youths were seriously injured after they figured in a motorcycle accident in Novaliches, Quezon City shortly after midnight Monday.
Radio dzBB reported Tuesday that the victims, initially identified as Dan Mark Tarnate, 17; and Dennis Fernandez, 21; were rushed to the East Avenue Medical Center.
Initial reports indicated the two suffered head injuries after their motorcycle crashed and threw them several meters away.
Police said the two were cruising along Bagbag village in Novaliches at about 12:30 a.m. when they lost control of the motorcycle.

Police in Batangas province have launched a manhunt for a retired policeman who was convicted of murder but managed to escape from his cell.
Radio dzXL reported Wednesday evening that police in Calaca town in Batangas identified the escapee as former PO3 Reynaldo Malimban, 48.
The report said Malimban was convicted of murder and locked up at the Calaca municipal jail, but managed to saw off the padlock of his cell.
Initial investigation showed that after fleeing his cell, Malimban went out of the police station where men on three motorcycles were waiting for him.

Cagayan de Oro City – Two were killed while five others were injured when a speeding vehicle hit a pedestrian before ramming a motorcycle in Lagongloong, Misamis Oriental Tuesday afternoon.
Grade six pupil Carmelin Dalo was walking home with her friends along the highway Tuesday afternoon in Barangay Kabulawan, Lagonglong town when the speeding Isuzu pick-up ran through them, instantly killing Carmelin and injuring four others.
The pick-up then hit a motorcycle, killing passenger Pasencio Pante and injuring its driver, Junior Tinoy, police said Tuesday.
Others injured were identified as Flordeliza Buaya, Flora May Dayata, Irene Antepisto, and Jane Tarucan, all grade six pupils of Kabulawan Elementary School.
They were taken to the Northern Mindanao Medical Center and are in stable condition.
A report on Bombo Radyo said the Isuzu pick-up is owned by a village councilor in Kabulawan. The driver, identified as Jonathan Acyat, was briefly detained at the Lagonglong municipal jail but was later released on intercession of the village councilor.

2 Hurt in motorcycle mishap in San Mateo
A 20-year-old promo salesman and his 18-year-old girlfriend suffered burns in different parts of their body after figuring in a motorcycle accident in Rizal province before dawn Wednesday.
Radio dzBB reported that the victims, identified as Mark Aris Cendeño, 20, and Ma. Cyrille Banaag, 18, suffered wounds and burn marks when their motorcycle hit a patch of fresh asphalt and slipped along the national highway in Ampid village in San Mateo, Rizal. around 3 a.m. Wednesday.
The two were immediately taken to the Amang Rodriguez Medical Center for treatment.
Cendeño and Banaag said they had come from a despedida party of a friend when the accident occurred. Both complained the absence of a sign warning about the freshly laid asphalt. - GMANews.TV

isang motorsiklo ang sumemplang dahil sa isang malalim na hukay sa kahabaan ng Libis, Quezon City kaninang madaling araw. Ang nasabing hukay umano ay naiwang nakatiwangwang ng hindi pa natatapos na proyekto ng DPWH. At wala man lamang paalala o babala sa nasabing hukay.
Sugatan at may pilay sa kamay ang biktima.
At habang kinakapanayam ng GMA ang nasabing motorista, ay isa pang motorsiklo ang napadaan at sinapit ang katulad na kapalaran.
Hindi lamang motorsiklo ang naperwisyo ng nasabing hukay, maging ang mga "cages" ay walang ligtas sa hukay na iyon. Kung hindi ma-flatan ay sirang "rims" or "mags" ang dulot nito.
Sa kinauukulan, baka pwede naman nating aksiyunan ang naturang problema!

Three motorcycle-riding armed men shot and killed a Filipino-Chinese trader yesterday during a P600,000 robbery at the boundary of the cities of San Juan and Mandaluyong.
San Juan City police chief Superintendent Rodelio Jocson and Mandaluyong police chief Senior Superintendent Ericson Velasquez had their men erect checkpoints along the suspected escape route taken by the three suspects in the heist but failed to intercept them.
Doctors at the Cardinal Santos Medical Center tried to save Benito Tan, 55, who died of two gunshot wounds in his torso.
Jocson said Tan, a resident of Mandaluyong City, and a friend withdrew P600,000 from the United Coconut Planters Bank (UCPB) branch in Mandaluyong City at 1 p.m.
Tan and his companion were in a white Toyota Fortuner (ZBR-542) and traveling towards his office when the suspects blocked their path along P. Guevarra street in Barangay Addition Hills. Police said the suspects opened fire at the victim’s vehicle, hitting Tan in the body.
After taking the cash from Tan, the suspects escaped on a red XRM motorcycle with no license plate as bystanders rushed Tan to the hospital. Police later recovered the victim’s abandoned vehicle.
Jocson vowed to conduct relentless follow-up operations to identify and arrest the suspects.

At least two suspected members of an ATM robbery gang were killed in a shootout with police in Quezon City early Monday morning.
Radio dzBB reported the incident took place along Juan Luna Street, near a bank branch in Paltok village.
Police recovered cal-.38 revolvers from the still unidentified suspects.
The Quezon City police's District Police Intelligence and Operations Unit (DPIOU) said the two suspects are believed part of a gang preying on automated teller machine (ATM) users in banks. - GMANews.TV

A flag ceremony turned bloody in a village in Navotas City after unidentified men shot dead a village chairman early Monday morning.
Radio dzBB reported that Navotas City mayor Tobias "Toby" Tiangco had already offered a P200,000 reward for information leading to the arrest of the killers of Rolando "Popoy" San Juan.
San Juan, a father of two, was chairman of Bangkulasi village in Navotas City.
Citing initial testimonies from witnesses, police said the suspects called out the victim's name before shooting him on the head and the right side of the chest.
Police recovered two cal-.45 shells from the crime scene.
Initial investigation showed the incident took place in front of the village hall at about 8 a.m. during the Monday morning flag ceremony.
Police said they are having initial difficulty finding witnesses who could have seen the three suspects, who reportedly escaped on a motorcycle.

A member of the Land Transportation Office (LTO)’s Flying Squad was killed while his female companion was seriously injured after they figured in a road mishap in Isabela province Friday night.
Radio dzRH reported Saturday morning that police identified the fatality as Henry Nicolas Jr, 29, a resident of Solano town in Nueva Vizcaya province. The report said he was a part of the LTO's flying squad that apprehends traffic violators in Metro Manila.
Now in critical condition at the Cagayan Valley Sanitarium is Elena Sanchez, who was with Nicolas in his Honda Wave motorcycle.
Police are now looking for the driver of an Anfra utility vehicle that escaped after the incident.
Initial investigation showed the incident occurred at about 8 p.m. along the highway in Batal village, Santiago City, Isabela province.
Nicolas and Sanchez had just left a gas station and were cruising along the main highway when the Anfra, which had just overtaken another vehicle in the opposite lane, hit Nicolas's motorcycle head-on.
Police investigators said Nicolas and Sanchez, who had no helmets, suffered injuries in the face and head. - GMANews.TV

(Updated 11 a.m.) Two people were wounded after motorcycle-riding men fired their weapons along Commonwealth Avenue in Quezon City Monday morning.
Radio dzBB cited initial reports that the suspects were described as wearing jackets, and rode on a blue Honda XRM-type motorcycle.
Police said one of the victims was a former driver of television network ABS-CBN, who was having his Toyota Corolla (TCD-541) fixed at a shop along Commonwealth Avenue when the shooting occurred.
A report on dzMM radio said one of the injured, initially identified as Gil Rebulta, was a former driver of ABS-CBN television news but is not connected with the network anymore.
The second injured was initially identified as Anderson Bisario.
The dzBB report said the two victims were rushed to the General Malvar Hospital.
Quezon City police in Camp Karingal had issued an all-points bulletin for the blue Honda motorcycle.

The Metropolitan Manila Development Authority (MMDA) said Thursday it will launch next week a 30-man "first responders" team of paramedics, mechanics, and drivers on board motorcycles that will prowl Metro Manila streets to assist the public in times of emergencies the fastest time possible.
As of posting time, MMDA chair Bayani Fernando said the mechanics, logistics as well as the unified dispatch strategies were still being fine-tuned in time for Monday's launching of the project.
Fernando said members of the first responders team - paramedics, drivers and mechanics - will be on board motorcycles carrying a steel-framed tool box. The team will work on three shifts and aims to attend to victims within 15 minutes after leaving the emergency stations located in Nagtahan, Ortigas and Libis.
Ten more emergency stations will be put up in strategic points in Manila and Balintawak in Quezon City.
The first 30 riders, on board their 155-cc. motorcycles, have been trained in basic emergency
medical functions and mechanical advantage.
Each of the rider’s tool box contains a first aid kit, medical oxygen tank, fire extinguisher and rescue tools such as cutters, spreaders, wrenches and other heavy duty equipment, including early warning devices and other signage to cordon off the accident site.
Each first responder motorcycle is also equipped with a siren, blinker, paging system, and the rider is provided with a hand-held radio linked to Metrobase, the agency’s command and control center in Makati City.
Bayani noted that the traffic problem in Metro Manila, worsened by the growing number of vehicles, has made it difficult for emergency response groups on board ambulances, rescue and fire trucks to reach accident sites and hospitals the least possible time.
"We have all the mechanical advantage to extricate road accidents victims who are tangled in motor vehicles for them to reach hospitals in no time," he said. - GMANews.TV

An unidentified gunman shot dead a businessman who was on his way home in Malolos City in Bulacan province Wednesday night.
Radio dzRH reported Thursday that police are still looking into the motive behind the killing of Celestino Cruz, 55, of Maysilang Subdivision in Malolos City.
The incident took place between 7:30 and 8 p.m. near Cruz's house.
Initial investigation showed Cruz was on his way home aboard his motorcycle when at least one armed man blocked his path. When Cruz stopped, the man shot him in the chest.
Cruz succumbed to three gunshot wounds. - GMANews.TV
